This notice is for informational and planning purposes only to gather market research regarding the exterior cleaning of Facility 1302 at 586 Weyland Rd, Langley AFB, VA 23665. The government is seeking information to determine if the requirement should be competed or set aside. This is not a Request for Quote (RFQ), and no contract will result from this notice.

• The primary objective is to remove all organic growth (algae, mold) from the building's visual surface, including brick, facade, and windows, from the ground to the gutters.

• The goal is to remove accumulated dirt, grime, mold, mildew, and other debris to enhance the building's appearance and maintain structural integrity.

• A draft Statement of Work (SOW) is provided for context on size, scope, and complexity.

• The anticipated performance period is 30 days.

• The government anticipates making an award on or about May 31, 2026.

• The Request for Quote (RFQ) release is anticipated on or about May 15, 2026.

• Interested parties must submit a capabilities package (maximum 10 pages) outlining their business abilities relevant to the requirement.

• Responses must address specific questions found in Attachment 1 (Market Research Questionnaire).

• The submission deadline is May 8, 2026, at 12:00 p.m. Eastern Time.

• Submissions should be sent via email to Vanity Wright (vanity.wright@us.af.mil) and TSgt Darian Price (darian.price@us.af.mil).

• The government will provide email confirmation of receipt.

• The applicable NAICS code is 561790 (Other Services to Buildings and Dwellings) with a size standard of $9M.

• Interested parties must be registered in SAM.gov under NAICS 561790.

• The market research aims to determine if the requirement should be competed or set aside.

• Interested parties are responsible for monitoring SAM.gov for subsequent postings.

• This is not a formal RFQ, and no contract commitment is made.

• Information received will be protected as Source Selection Sensitive Information.

Statement of Work (SOW)

To perform a complete exterior pressure or soft wash of the facility at 586 Weyland Rd, Langley AFB, VA 23665. The goal is to remove all organic growth (algae, mold), dirt, grime, mildew, and other debris from the building's visual surface, from the ground to the gutters, to enhance appearance and maintain structural integrity.

• Pressure or soft wash the entire exterior of the building from ground level to the gutters.

• Completely eradicate all signs of algae, mold, and discoloration.

• Pay special attention to areas below gutters and windows where algae buildup is prominent.

• Use a commercial-grade pressure washing system suitable for the building's surface materials.

• Work will start within 30 days of contract award and be completed within 30 days of the start date.

• Schedule requires coordination for sidewalk closures (SW, NW, SE, NE sidewalks estimated for one week each).

• Acceptance is based on the successful fulfillment of all performance requirements, specifically the complete removal of all visible organic growth and discoloration from the building's exterior.

• Place of Performance: 586 Weyland Rd, JBLE Langley Air Force Base, VA 23665.

• Normal hours of operation: 0730 to 1630 EST, Monday - Friday, excluding federal holidays. Services outside these hours require coordination.

• Contractor must provide labor, materials, equipment, and management.

• Contractor must adhere to all applicable safety regulations and base requirements.

• Contractor must provide a lift of appropriate size and reach for a 60 ft high facility.

• Contractor must provide backflow preventer and water meter for fire hydrant use, coordinating with the 633rd Civil Engineer Squadron (CES) plumbing shop for testing and usage.

• Fire hydrants must be opened and closed slowly to prevent water hammer.

• Contractor must coordinate with the Project Manager.

• Contractor must establish clear lines of authority and responsibility.

• Contractor is responsible for any subcontractors.

• Contractor must promptly report mishaps involving Government property damage or injury within 24 hours.

• Project inspection and acceptance will be conducted with the Project Manager and 633 CONS.
