Scope of Work

The contractor will provide comprehensive technical support across several key areas:

  • Environmental Compliance: Covering multimedia aspects including air, wastewater, stormwater, hazardous waste, chemical inventories, ozone depleting substances, fuel storage tanks, soil/groundwater, and drinking water.
  • Planning and Resiliency: Supporting master planning, land use management, NEPA compliance, cultural resources management, and resilient planning, design, construction, and operations. This includes support for CBRN incident response and recovery.
  • Natural Resources: Assisting with regulatory compliance, habitat assessment, and management plans.
  • Outreach and Event Planning: Providing support for communications, meetings, and web updates. The work will primarily be performed at DoD facilities including the Pentagon, Mark Center, Defense Health Agency Headquarters (DHHQ), and Raven Rock Mountain Complex (RRMC).

Contract Details

  • Contract Type: Anticipated Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Maximum Contract Value: $50,000,000.00
  • Period of Performance: A 12-month Base Year, four 12-month option years, and a potential six-month extension, starting June 1, 2026, through November 30, 2031.

    • Factor II (Price): Offerors must use the provided pricing submission worksheet for labor rates and sample task order pricing.
  • Proposal Format: Four volumes: Administrative/Cover Letter, Security and Key Personnel Requirements, Past Performance, and Price. The government may award without discussions.

Key Requirements & Personnel

  • Security Clearance: All proposed personnel must be able to obtain and maintain a Secret level security clearance. The offeror must possess a current/active DoD Industrial Facility Security Clearance at the SECRET level or above.
