Anticipated Scope of Work (FSS III)

The future FSS III contract is anticipated to cover:

  • Security Services: Armed security forces for resource protection, entry control, and patrols.
  • Command, Control, and Communications (C2): 24/7 operation of the AEDC Operations Center.
  • Fire and Emergency Services: Fire prevention, protection, rescue, hazardous materials response, and emergency medical services.
  • Environmental and Safety Programs: Compliance and management support. Note: Occupational Health, Base Supply, Cargo Movement, or Vehicle Operations and Maintenance are anticipated to be excluded.

Key Information for Bidders

  • Place of Performance: Primarily Arnold AFB, TN, with support at GSUs in White Oak, MD, and Moffett Field, CA.
  • Cybersecurity Maturity Model Certification (CMMC): CMMC Level 2 – C3PAO certification will be a condition of award.
  • NIST Notice: Contractors must maintain a current summary level assessment score in the Supplier Performance Risk System (SPRS).
  • Submission Platform: The future solicitation will be in the PIEE Solicitation Module.
  • Period of Performance (PoP): The government is assessing durations (e.g., 4.5, 5.5, 10.5 years total) and requests bidder rationale for preferred lengths.
  • Commerciality: Bidders are asked to provide rationale on whether functional areas and the overall requirement are commercial or noncommercial.
