Solicitation / RFP / RFQ

This solicitation, issued by the Library of Congress, is for the development and maintenance of two free open-source software tools: BWF MetaEdit and FFmpeg. The goal is to provide technical support, feature enhancements, and maintenance for these tools to support the Federal Agencies Digital Guideline Initiative (FADGI) Audio-Visual Working Group.

• BWF MetaEdit: Feature enhancement, new development, support, maintenance, user testing, and documentation. Focus areas include content authenticity, provenance, C2PA/Content Credentials, and accessibility improvements. At least one new software version release is expected per contract year.

• FFmpeg: Feature enhancement, new development, support, maintenance, user testing, and documentation. Key work includes support for FFV1, Matroska, and MXF, specifically addressing labeling and multiple timecodes in Matroska.

• Quotes must remain valid for 60 days after the submission deadline.

• No debriefs will be provided as this is a simplified acquisition under FAR Part 13.
