Justification for Sole Source
The justification (Attachment 2) states that Sikorsky Aircraft Corporation is the Original Equipment Manufacturer (OEM) and owns all rights to the technical data required for manufacture. The item is complex, requiring unique production techniques and testing. The Government does not own the technical data, and its purchase would be uneconomical. This specific fairing is the only one approved by the USCG's Aircraft Configuration Control Board for the MH-60T helicopter. The acquisition method code (AMC) is 3, indicating direct acquisition from the actual manufacturer, justified under FAR 12.102(a).
