Statement of Work (SOW) / Performance Work Statement (PWS)

To perform annual fall protection re-certification inspections as defined in this Performance Work Statement (PWS) for Hangar 102 at Stewart ANGB Primary Fuel Systems Repair Facility. This is required to prevent injury or death from falls off aircraft wings and is an annual requirement.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control.

• Perform hands-on inspection of all fall protection system components.

• Visually verify all end terminations.

• Conduct cable clip torque checks.

• Inspect cotter pins.

• Perform damage checks on all components.

• Inspect harnesses and lanyards.

• The inspection must adhere to manufacturers' specifications and OSHA/ANSI standards.

• A list of specific equipment to be inspected includes: Six (6) Overhead Horizontal Lifelines (HLLs) totaling 940', 4ea 175' DBI Zorbit PFS, and 2ea 120' Uni-8 FPS. Related user equipment like Lanyards, Harnesses, and Self-Retracting Lifelines (SRLs) are also included.

• Period of Performance: 365 Days.

• Place of Performance: 105th Airlift Wing, Stewart Air National Guard Base, Newburgh, NY.

• Services to be provided between 0730-1630 Monday through Friday, excluding recognized US holidays or Government facility closures.

• All work must be completed by a fully qualified and certified fall protection engineering technician.

• The lead technician must hold a valid Competent Person or Qualified Person credential for fall protection systems.

• A formal, detailed report documenting all observations, testing results, deficiencies, and final certification status must be submitted to the Government.

• Contractor employees must comply with all installation access, security, and traffic regulations.

• Contractor employees must complete Antiterrorism (AT) Level I training and OPSEC training within specified timeframes and provide certificates.

• The contractor is responsible for obtaining required identification for personnel and promptly returning credentials upon employee departure.

• Government will provide a boom lift for use during the inspection.

• The contractor is responsible for furnishing all other required equipment, materials, and labor.
