This solicitation seeks proposals for a four-day professional development training program for IMCOM-Europe staff. The training will focus on the Family Advocacy Program (FAP) and will be conducted at the Edelweiss Lodge in Garmisch, Germany. The training is intended for FAP Staff, including Domestic Abuse Victim Advocates (DAVAs), New Parent Support Program (NPSP) Home Visitors (HVs), FAP Clinical (FAPC), and other necessary IMCOM-E FAP staff.

• Delivery of a four-day professional development training program.

• Training must include dedicated NPSP and DAVA tracks, and a daily all-attendee session.

• Development of Continuing Education Unit (CEU) eligible sessions covering ethics, strength-based practices, action planning, client relationships, team building, cultural competency, and effective communication.

• Minimum of thirty-two (32) total CEUs, with at least three (3) in ethics and three (3) in cultural competency.

• Provision of at least eight breakout sessions over the four training days.

• Furnishing of all personnel, instructors, facilitators, airfare, travel, lodging, supplies, materials, and any automated data processing equipment (ADPE) required for the training.

• The training must be delivered in English.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: July 20, 2026, to July 23, 2026.

• Quotes are due by May 19, 2026, at 02:00 PM local time (CET/CEST).

• Quotes must be submitted via email to the Contracting Specialist and Contracting Officer listed.

• Evaluation will be based on three factors: Technical, Supplier Performance Risk (SPRS), and Price.

• Award will be made to the responsible Quoter whose quote is technically acceptable, presents an acceptable SPRS, and offers the lowest price.

• Quotes must demonstrate technical acceptability to be considered for award.

• Quotes rated Unacceptable under any nonprice factor will not be considered.

• Quotes must remain valid for 60 days after the solicitation closing date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for a four-day Family Advocacy Program (FAP) training program for IMCOM-Europe staff, including Domestic Abuse Victim Advocates (DAVAs), New Parent Support Program (NPSP) Home Visitors, FAP Clinical staff, and other FAP personnel. The training aims to enhance prevention, education, and coordinated community response to domestic and child abuse, and other harmful behaviors impacting military families.

• Conduct a four-day training program at the Edelweiss Lodge in Garmisch, Germany.

• Offer two program tracks: NPSP and DAVA, with daily sessions for all attendees.

• Provide Continuing Education Unit (CEU) sessions covering topics such as ethics, strength-based practices, action planning, client relationships, team building, cultural competency, and effective communication. A minimum of 32 total CEUs are required, including 3 for ethics and 3 for cultural competency.

• Develop a training agenda and conduct at least eight breakout sessions across NPSP and DAVA tracks.

• Furnish all necessary resources, including instructors, primary presentations, and equipment.

• Provide office supplies, materials, and automated data processing equipment (ADPE), with ADPE requiring Government approval before connecting to networks.

• Include airfare for all instructors and facilitators.

• Training must be delivered as scheduled from July 20-23, 2026, from 0800-1700 daily.

• All CEU minimums must be met.

• A minimum of 8 breakout sessions must be delivered.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Personnel require installation access and may need background checks.

• Contractor must comply with safety regulations, including Host Nation laws and Army regulations.

• Contractor must comply with environmental compliance requirements.

• Contractor must adhere to security requirements, including OPSEC and PII.

• Contractor must attend post-award conferences and periodic progress meetings.

• Contractor must submit Service Contract Reports (SCR) annually via SAM.gov.

• Contractor must comply with German law for performing services in the Federal Republic of Germany.
