The U.S. Army Garrison - Rock Island Arsenal (USAG-RIA) requires Family Connection Services for military families, in accordance with the Family Advocacy Program (FAP). This requirement will be performed according to the enclosed Performance Work Statement (PWS).

• Provision of Family Connection Services to military families.

• Performance will be in accordance with the PWS dated 04 June 2026.

• Period of Performance: Ten-month base period (01 August 2026 - 31 May 2027), four (4) one-year option periods, and a potential six-month extension (IAW FAR 52.217-8).

Statement of Work (SOW) / Performance Work Statement (PWS)

To prevent child abuse/neglect and other forms of family violence, strengthen military families, and enhance their ability to adapt to military life through non-personal services provided in accordance with the Family Advocacy Program (FAP).

• Provide direct, in-person group-based services to eligible military families (active duty, National Guard, Reserve, dependents, and surviving family members) within a 30-mile radius of Rock Island Arsenal.

• Services include:

  • Weekly "Discovery Time" parent/child playgroups (120 minutes each), including activities, parenting education (child development, boundaries, communication), and supplies.
  • Monthly group activities (120 minutes) to enrich the service member/child relationship, providing information on child development and parenting resources.
  • Monthly provision of parenting and family enrichment information via various methods (social media, newsletters, tables), including at least one quarterly parenting class.

• Contractor employees will need to be familiar with the military system and have relevant degrees and certifications.

• Requires monthly meetings with the Family Advocacy Program Manager (FAPM) to discuss program elements and plan events.

• Requires submission of written lesson plans and After-Action Reports (AARs).

• Requires program outcome evaluations to be submitted quarterly.

• Requires reporting of suspected incidents of abuse or concern to the FAPM.

• Requires mandatory reporter training for all contracted staff.

• Period of Performance: 10 months base period (August 1, 2026 - May 31, 2027) with four 1-year option periods.

• Place of Performance: Various locations as needed, including on the installation for parenting classes and playgroups. Community locations (parks, museums) may also be used for activities. Office space will be provided at the Army Community Service (ACS) office.

• Contractor must provide all personnel, equipment, supplies, facilities, transportation, and materials.

• Contractor employees must have a bachelor's degree in social work, psychology, human services, or family services, and a minimum of two years' experience. They must also be certified as a Parent Educator.

• All staff providing direct service must have a favorable background check (Tier 1 investigation, including FBI fingerprint check, State Criminal History Repository Check, etc.).

• Contractor employees must identify themselves as contractors and adhere to professional conduct standards.

• Security requirements include physical security, key control, and background checks for all personnel.

• Employees must complete AT Level I Training and OPSEC Awareness training.

• Contractor must have competent personnel trained in first aid.

• Government will provide some resources and forms.
