Scope of Work
The contractor will provide horseshoeing services, including trimming hooves and applying government-provided shoes and nails, for approximately 55 head of horses and mules in May and July, about 45 head in late August, and 15-20 head in mid-October for snow pads. The herd consists of approximately 60% mules and 40% horses, with most animals between sizes O and 2. Work will be performed outdoors in various weather conditions.
Contract Details
- Contract Type: Firm-Fixed-Price Requirements Contract
- Period of Performance: One base year plus four option years, not to exceed five years total (March 2, 2026, to March 1, 2031). Services are required annually from mid-April through October.
- Place of Performance: Primarily at the Forest Service stock Facilities, 1/2 mile north of the Rocky Mountain Ranger District office in Choteau, MT. Occasional work at Benchmark, Hannan Gulch, Willow Creek, and Ear Mountain.
- Set-Aside: Total Small Business Set-Aside (NAICS 115210, size standard $11M).
- Government Provided: All shoes, nails, pads, and snow pads.
Key Requirements & Qualifications
Offerors must demonstrate:
- Capability to shoe at least 10 head of horses and mules per day for 6 consecutive days within a 10-hour workday.
- 5 years of fulltime professional horseshoeing experience, with demonstrated experience shoeing both mules and horses.
- Understanding of basic stockmanship principles and working knowledge of equine biomechanics and confirmation.
- Designated key personnel must be on-site for all animals being shod.
