Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The United States Air Force, 96th Test Wing at Eglin Air Force Base, is conducting market research to identify sources capable of providing "Brand Name or Equal" Hyperspectral Imaging Systems (HIS). This is a Sources Sought notice for a Commercial-Off-The-Shelf (COTS) system for remote detection, measurement, and real-time spectral analysis of materials and dynamic events in a field-testing environment. Responses are due March 30, 2026.
Scope of Work
The requirement is for one (1) COTS Short-Wave Infrared / Mid-Wave Infrared (SWIR/MWIR) system, with an option for one (1) additional Mid-Wave Infrared / Long-Wave Infrared (MWIR/LWIR) system. The Government has identified a specific product that meets its minimum technical requirements, but seeks "equal" solutions that meet or exceed salient characteristics.
Key Requirements / Deliverables
Primary Requirement (SWIR/MWIR):
- Spectral Range: 1.5 – 5.5 µm
- Focal Plane Array (FPA): ≥ 8 x 8, with zero dead pixels
- Spectral Resolution: Selectable 1 to ≥ 32 cm⁻¹
- Scan Rates: Minimum specified rates at various resolutions (e.g., 3 Igrams/sec at 1 cm⁻¹)
- Integrated Turn-Key System: Ruggedized, hermetically sealed sensor head; three interchangeable telescope assemblies (x0.5, x2, x6); co-aligned visible-light camera; GPS/IRIG-B interface; dedicated control and analysis computer with software.
- Data Output: 10Gigabit Ethernet (GigE)
- Training: On-site installation and training.
Optional Requirement (MWIR/LWIR):
- Spectral Range: 2.0 – 12 µm
- All other technical requirements are identical to the primary system.
