The new Foreign Affairs Security TrainingCenter (FASTC) established at Fort Pickett near Blackstone, Virginia will provide hard-skills security training to State Department personnel and inter agency partners deploying overseas under Chief of Mission authority. Due to the physical risks involved inthese training exercises, the Foreign AffairsTraining Center, Operational Medicine Unit (DS/T/FASTC/FTO/OMU) requires ancillary emergency services professional Contractor support for emergency response services.


The Foreign Affairs Security Training Center(FASTC), Operational Medicine Unit(DS/T/FASTC/FTO/OMU) has a need for certified, experienced Contractor support toenhance emergency response services. The contractor shall provide:

1. On-site Advanced Life Support (ALS) ambulances, equipment, and appropriately certified personnel. The Contractor shall maintain Commonwealth of Virginia certification as an ALS ambulance service. Certification requirements must meet Common wealth of Virginia standards and be consistent with the requirements delineated in this document. Finally, the Contractor shall sufficiently garage, maintain and calibrate all vehicles and equipment in accordance with manufacturers’ recommendations and licensing agency standards.
 

2. On-site fire suppression equipment suitable for extinguishing fires associated with vehicular or explosive accidents (minimum 300-gallon tank per fire suppression vehicle) and personnel trained in its operations and maintenance. Fire suppression must have the capability to preform vehicle stabilization and extrication of large sport utility vehicles. The Contractor shall respond onsite within six (6) minutes of being notified of anyincident occurring at the assigned government facility. The Contractor must sufficiently garage, maintain, and calibrate all vehicles and equipment in accordance with manufacturer’s recommendations.

FORTHCOMING AMENDMENT A001: The Government intends to issue Amendment A001 to extend the Vendor Q&A due date through November 15, 2025 and the Proposal due date through November 28, 2025, as a result of the lapse in appropriations. Please monitor SAM.gov for the official publication of Amendment A001 in the coming weeks, which will reflect the revised proposal due date in Section L.5.
