FASTC MOUT Block H Building and R1 Electrical

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for two distinct electrical and construction projects at the FASTC facility: one at the R1 facility and another at the Block H building.

Facility R1 Project:

• Demo approximately 150 feet of existing conduit and wire.
• Replace an undersized electrical service (30 AMP breaker, 3/4 inch conduit, #10 wire) that does not meet code requirements and trips during heat cycles.
• Install a new electrical service with an Air Handling Unit (AHU) on the second level.
• Contractor to provide calculations for correct component sizing (breaker, disconnect, wire, conduit).
• Submit equipment submittal sheets for government approval before commencing work.
• Hand over the old 30 AMP breaker to the government after demo.

Block H Building Project:

• Create a mock living quarter within an existing MOUT (Military Operations in Urban Terrain) site used for daily training.

• Work will be conducted in a building without climate control, requiring weather-resistant materials.

• Contractor must block and limit student access to the work area during training activities (riot reactions, blank ammo firing, loud explosions).

• Install two residential exterior doors (one "strong", one "inexpensive") with specified hardware, including deadbolts, peepholes, mock video doorbells, door chains, and swing bar locks. Door dimensions are approximately 87 inches by 42 inches.

• Install one "window opening" with roll-down metal window shutters (no key locks).

• Install one "window opening" with burglar grilles and an emergency grille release.

• Install a mock alarm panel with sensors (door, motion, glass break) and an exterior annunciator.

• Install a mock exterior security light (non-operable, no electric).

• Install a residential backyard fence, wall, or combination thereof (up to 9ft), potentially including a solid 8ft cinder block wall topped with double outrigger and barbed/concertina wire.

• Install an exterior metal gate on the backyard barrier with a lock protected by metal mesh.

• Install a "Day gate" at the top of stairs in a hallway with a lock protected by metal mesh.

• Install a solid core door in the upper-level master bedroom/safe haven with a deadbolt lock and peephole.

• Frame in areas with CMU wall and apply metal stud framing wrapped with vinyl matching CMU block color.

• Work to be performed at FASTC facilities (R1 and Block H).

• Materials must be weather-resistant for the Block H building.

• Contractor must manage site access and safety due to ongoing training activities at Block H.

• Government will identify specific window locations during site walks.

• Appendants contain site photos.

• References must submit completed questionnaires via email to edwardsrc@state.gov by 4:00 PM ET, May 5, 2026.

• The email must originate from the reference's government or commercial email system.
