FCC Allenwood Bread Dairy Eggs QTR 3 FY26 Combined Synopsis Solicitation

This is a combined synopsis/solicitation for commercial items to procure "Bread, Dairy, and Egg" items for the Federal Correctional Complex Allenwood. The government is requesting quotes (RFQ) for these items.

• Procurement of Bread, Dairy, and Egg items.

• Items must be within 6 months of production date.

• Manufactured dating (Sell By, Used By, Freeze By) must be received prior to the printed date.

• Bread and Dairy products will be awarded on an "all or none" basis for their respective categories.

• Bread will be shipped on reusable, plastic bakery trays on dollies, stacked no more than 6 feet high, and marked with institution identifiers.

• Mixed dollies of bread must be labeled with item details.

• Eggs and Dairy will be delivered weekly.

• All items will be delivered palletized unless otherwise agreed.

• Items must meet specified requirements; failure to do so may result in order cancellation and award to another vendor.

• Contract type: Firmed-Fixed-Price (FFP).

• Delivery period: April 1, 2026 – June 30, 2026.

• Awards over the Micro Purchase Threshold ($15,000) will be awarded via Purchase Order.

• Awards under the Micro Purchase Threshold ($15,000) will be awarded via Government Purchase Card.

• Subsequent awards require written acceptance within 48 hours of the signed purchase order.

• Quotes must be placed on the attached specification sheet and include the offeror's business name and UEI number.

• Only quote on items that can be provided meeting specifications.

• Quotations must be received no later than Friday, March 6, 2026, 12:00 P.M. EST.

• Submissions must be electronic to Ryan Vincenzes at rvincenzes@bop.gov.

• No SF1449 will be issued for this solicitation.

• Evaluation will be based on a "Best Value Determination" which includes Price and Past Performance.

• Past Performance will be evaluated on a "Go/No-Go" basis, considering timeliness of deliveries and order accuracy/completeness.

• Only Quoters receiving a "Go" rating on past performance will be considered for award.

• This solicitation is 100% set-aside for small business.

• Small business size standard is 700 employees.

• Offerors are required to complete representations and certifications in the System for Award Management (SAM).

• All future information, amendments, awards, and cancellations will be posted on www.sam.gov.

• Interested parties are responsible for monitoring www.sam.gov for updates.

• Faith-Based and Community-Based Organizations are eligible to submit offers.

• The North American Industrial Classification System (NAICS) code is 311999.

• Invoicing instructions are provided, and invoices must match the purchase order.

• Rejected deliveries will be returned at the offeror's expense.
