Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for "Bread, Dairy, and Egg" items to be delivered to Federal Correctional Complex Allenwood. The government is requesting quotes (RFQ) and will not issue a separate written solicitation.

• Procurement of "Bread, Dairy, and Egg" items.

• Products must be within 6 months of production date.

• Manufactured dating (Sell By, Used By, Freeze By) must be received prior to printed date.

• Bread products (items 4-7) and Dairy products (items 1-3) will be awarded on an "all or none" basis per category.

• Bread to be shipped weekly on reusable plastic bakery trays on dollies, stacked no more than 6 feet high.

• Mixed dollies of bread must be labeled with item details.

• Eggs and Dairy to be delivered weekly.

• All items will be closely inspected.

• Rejected items must be picked up at the vendor's expense within three days of notification.

• Redelivered items must be provided within 24 hours of notification.

• Deliveries may be conditional for three days for examination and testing.

• All items will be delivered palletized unless otherwise agreed.

• Rejected deliveries will be returned at the offeror's expense.

• Failure to provide specified or quality product may result in order cancellation and award to another offeror.

• This is a Firmed-Fixed-Price contract.

• Delivery anticipated throughout the quarter: July 1, 2026 – September 30, 2026.

• Awards with total value over $15,000 will be awarded with a Firm-Fixed Price (FFP) Purchase Order.

• Awards with total value under $15,000 will be awarded with a Firm-Fixed Price (FFP) Government Purchase Card transaction.

• Quotes must be submitted electronically to rvincenzes@bop.gov.

• Deadline for quotes: Wednesday, May 27, 2026, 12:00 P.M. EST.

• Evaluation will be based on Best Value Determination, considering Price and Past Performance.

• Past Performance evaluation includes: Timeliness of Deliveries and Order Accuracy and Completeness (Go/No-Go basis).

• Only Quoters receiving a "Go" rating on past performance will be considered eligible for award.

• No substitutions of products will be allowed.

• NAICS code: 311999.

• 100% set-aside for small business, with a small business size standard of 700 employees.

• Offerors must complete representations and certifications in the System for Award Management (SAM).

• This solicitation is distributed solely through www.sam.gov. Interested parties are responsible for monitoring this site for updates.

• Mixed deliveries of dry and refrigerated goods will not be accepted.

• Bread and Eggs delivery: Mondays by 10:00 AM (or Friday prior if Monday is a holiday).

• Dairy delivery: Tuesdays by 7:30 AM (or Monday prior if Tuesday is a holiday).
