Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure "subsistence & other food related" items for the Federal Correctional Complex Allenwood in Allenwood, Pennsylvania. This announcement constitutes the only solicitation; a written solicitation will not be issued. The government intends to award a Firm-Fixed-Price contract.

• The attached quote sheet contains specifications and quantities for the requested items.

• Bidders must only bid on items they can and will provide meeting the specifications.

• Products must be within 6 months of production date. Sell By, Used By, and Freeze By dates must be prior to the printed date.

• Items will be delivered palletized unless otherwise agreed upon.

• Deliveries must be within the specified date range or delivery date.

• Mixed deliveries of dry and refrigerated goods will not be accepted.

• No substitutions of products will be allowed.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance (1st Quarter): April 1, 2026 – June 30, 2026.

• Delivery Period (Awarded Items): April 1st – April 17th, 2026.

• Awards over $15,000 will be awarded via Purchase Order. Awards under $15,000 will be via Government Purchase Card.

• Subsequent awards require written acceptance within 48 hours of the signed purchase order.

• Evaluation Criteria: Best Value Determination, considering Price and Past Performance (Go/No-Go Evaluation).

• Only Quoters receiving a "Go" rating on past performance will be considered eligible for award.

• This solicitation is 100% set-aside for small business.

• Small business size standard: 700 employees.

• Faith-Based and Community-Based Organizations are eligible to submit offers.

• Bidders must fill in their business name and UEI number on the quote sheet.

• No SF1449 will be issued.
