This is a combined synopsis/solicitation for commercial items for "subsistence & other food related" items to be delivered to Federal Correctional Complex Allenwood, Pennsylvania. A written solicitation will not be issued; this announcement constitutes the only solicitation.

• Bidders must provide items meeting the specifications and quantities requested on the attached quote sheet.

• No substitutions of products are allowed.

• Mixed deliveries of dry and refrigerated goods will not be accepted.

• Product must be within 6 months of production date.

• Manufactured dating (Sell By, Used By, Freeze By) must be received prior to the printed date.

• Items will be delivered palletized unless otherwise agreed upon.

• Delivery must be within 6 months of production date.

• This is a Firmed-Fixed-Price contract.

• The period of performance for the 4th quarter is July 1, 2026 – September 30, 2026.

• Delivery of awarded items is anticipated between July 1st – July 22nd, 2026, unless other arrangements are agreed upon.

• Awards with a total value over the Micro Purchase Threshold ($15,000) will be awarded with a Firm-Fixed Price (FFP) Purchase Order.

• Awards with a total value under the Micro Purchase Threshold ($15,000) will be awarded with a Firm-Fixed Price (FFP) Government Purchase Card transaction.

• Quotations must be submitted electronically to rvincenzes@bop.gov.

• The deadline for quotations is Wednesday, May 27, 2026, 12:00 P.M. EST.

• Offerors must include their business name and UEI number on each page of the quote sheet.

• The government will use a Best Value Determination method, considering Price and Past Performance (Go/No-Go Evaluation).

• Past performance will be considered approximately equal in value to price.

• Past performance evaluation criteria include: Timeliness of Deliveries and Order Accuracy and Completeness.

• Only Quoters receiving a "Go" rating for past performance will be considered eligible for award.

• Award requires acceptance in writing within 48 hours of the signed purchase order delivery.

• This requirement is 100% set-aside for small business.

• The small business size standard is 700 employees.

• Faith-Based and Community-Based Organizations are eligible to submit offers.

• Offerors are required to complete representations and certifications in the System for Award Management (SAM).

• This solicitation is distributed solely through www.sam.gov. Interested parties are responsible for monitoring this site for updates.

• No SF1449 will be issued for this solicitation.

• Invoicing instructions are provided, requiring invoices to match the purchase order and only include delivered items.

• Rejected items must be picked up at the vendor's expense within three days of notification.

• Failure to deliver conforming product may result in cancellation and award to the next lowest offeror.
