Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a qualified technician for monthly visits to monitor and provide reporting on 9 steam boilers, 8 heating hot water boilers, and 3 heating hot water loops at the Federal Correctional Complex (FCC) Lompoc. The goal is to maintain steam and heating hot water infrastructure.

• Conduct one onsite service visit per month, providing a detailed report within 24 hours.

• Furnish and apply products to retard scale and corrosion in steam boiler systems, including an all-in-one chemical inhibitor (phosphate, sulfite oxygen scavenger, amine condensate treatment).

• Remove empty chemical containers.

• Test all systems, including water softeners, and check water treatment control equipment.

• Provide laboratory analyses for backup support as needed.

• Conduct safety training for FCC Lompoc staff and supply log books and testing parameters.

• Provide recommendations for improving water treatment program efficiency and facility equipment.

• Provide USDA-authorized products for boilers where steam may contact edible food products.

• Provide necessary testing reagents for operators/engineers.

• Technicians must be qualified and certified in water treatment technology.

• Services and materials must adhere to current industry standards.

• Provide access to online service reporting, data trending, and operator logs.

• Monthly onsite visits.

• Location: Federal Correctional Complex, 3901 Klein Blvd., Lompoc, CA 93436.

• Utilities: FBOP provides water, restrooms, and minimal electricity (120V). Contractor provides all other equipment, supplies, and materials.

• Testing and Acceptance: Contractor must notify COR two days prior to final system testing. A detailed test plan is required.

• Housekeeping: Contractor is responsible for daily removal of debris, scrap, and rubbish from the work area.

• Submittals: Provide three copies of Safety Data Sheets (SDS) for all materials. Provide 48-hour advance notice for system disruptions. Provide an Installation Certification signed by contractor and manufacturer's representative.

• Work Hours: 8:00 AM to 3:00 PM, Monday-Friday, excluding federal holidays. Alternate hours require written COR approval.

• Security: Contractors must undergo security clearance and wear a picture ID/contractor badge. Cell phones, cameras, and two-way pagers are prohibited. Jeans are permitted; shorts and certain colors of clothing are not. Smoking is restricted to designated outdoor areas.

• Materials: Construction materials/equipment must be processed and coordinated with the COR. Deliveries accepted 8:00 AM - 2:00 PM, Monday-Friday. Materials/tools stored in a secure, agreed-upon area (e.g., lockable gang box).

• PPE: Contractors must wear required Personal Protective Equipment (PPE).
