This document is a combined synopsis/solicitation from the Federal Bureau of Prisons, Federal Correctional Complex (FCC) Oakdale, Louisiana, for the procurement of subsistence and meat related items for the FY25 4th Quarter. • Vendors must bid only on items they can provide meeting the specified requirements.

• Failure to provide awarded items may affect future awards.

• Deliveries must adhere to the effective date on the signed SF 1449 and will not be accepted on Federal holidays or weekends.

• Orders will be delivered to FCC Oakdale, Attention: Food Service Warehouse, 2105 East Whatley Rd, Oakdale, LA 71463.

• Vendors must quote only on specified items and not on alternate items or packaging.

• Quoted prices should not exceed three decimal points.

• Excess items over the ordered quantity will be returned at the contractor's expense or retained without compensation.

• The effective award date is July 01, 2025.

• The Government reserves the right to award item by item, in groups of items, or in aggregate.

• All future information, including amendments, will be distributed via SAM.gov.

• Completed quotes must be submitted electronically via e-mail to bhornsby@bop.gov.

• A typed quote on the attached specification sheet (BRQ, – SF 1449 - REQUEST FOR QUOTATION) is required.

• Evaluation factors are price and past performance, considered approximately equal in value.

• The Government will award to the responsible bidder whose offer is most advantageous.

• Quotes must be submitted on or before the due date specified in the solicitation.

• This solicitation is restricted to a 100% Small Business Set-aside.

• Faith Based and Community Based Organizations are eligible to submit quotes.

• Vendors must include their Unique Entity ID (UEI) number in their offers.

• Vendors must be registered in the SAM.gov database.

• Potential bidders are required to complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Completion of ORCA negates the need to submit FAR 52.212-3 Offers Representations and Certifications with the quote.
