Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Vocational Training Instruction for a Commercial Driver's License (CDL) Program for inmates at the Federal Prison Camp (FPC), Ashland, enabling them to qualify for a Class A Commercial Driver's License.

• Provide 40 hours of classroom instruction, driving range access, and a vehicle for practice driving skills.

• Instruction must adhere to Bureau of Prisons Program Statement 5353.01 and 5300.21.

• 20-40% of curriculum must be hands-on replication of the work environment; electronic simulation is not acceptable.

• The program must qualify inmates for at least an entry-level CDL driving position.

• Contractor must specify eligible employment positions in writing.

• Contractor is responsible for maintaining transcripts, attendance records, statistics, and certification records.

• Contractor must provide a written curriculum with measurable behavioral objectives, completion criteria, and assessment provisions.

• Successful completion of the training program must qualify inmates for a Class A Commercial Driver's License.

• Program must lead to a college certificate, A.A., A.S., A.A.S., or industry-recognized certificate qualifying inmates for entry-level employment.

• Credits earned must be transferable to a four-year college.

• Instruction to be performed at an outside college or technical school.

• Classes to be held 5 days per week, excluding Federal Holidays, typically between 8 am - 4 pm with a 30-minute unpaid lunch break (hours adjustable to meet institution needs).

• Contractor shall not exceed 40 hours per week.

• Contractor must be an accredited institution of higher learning, post-secondary institution, vocational training school, or industry-based school.

• Instructors will have frequent and unsupervised contact with inmates but are not responsible for inmate management beyond ensuring participation in contract activities.

• Instructors must report any infractions of institutional rules by inmates.

• Contractor must provide detailed invoices to the FCI Ashland Accounting Department.

• Payment is based on the provision of an end product or accomplishment of a specific result, not an employer/employee relationship.
