This solicitation is for the provision of Fiscal Year 2026 – 3rd Quarter Subsistence items, specifically Spice/Meat/Dairy/Kosher/Halal Products for the Federal Correctional Institution (FCI) Estill, located at 100 Prison Road, Estill, SC 29918.

• The solicitation includes all line items for the specified subsistence categories.

• Vendors must provide pricing for each line item with a quantity of one or more.

• Case quantity/weight and type must be provided as requested for evaluation purposes.

• Pages 1-4 MUST be returned, even if not bidding on all items.

• Vendors must provide their Unique Entity Identifier (UEI) in block 17a.

• Bidders must ensure they can meet the delivery schedule and all specification requirements if awarded.

• The contract period is for the 3rd Quarter of Fiscal Year 2026.

• Quotations are due by Friday, March 6, 2026, at 1:00 p.m. Eastern Time.

• All vendors must carefully read the solicitation package and ensure all requirements are met to avoid exclusion from competition.

• Standard Form 1449, Solicitation/Contract/Order for Commercial Items, must be completed, specifically blocks 12, 17, 30a, and 30b.

• All quotes must be submitted electronically via email to j2butts@bop.gov.

• Vendors are responsible for confirming receipt of their quote; electronic confirmation should be received within 4 business hours.

• All responsible sources may submit a quote.

• Contractors must be actively registered in the System for Award Management (SAM) database prior to award. Lack of SAM registration will make a contractor ineligible.

This is a combined synopsis/solicitation for commercial products and services for subsistence, religious diets, meat, and dairy requirements for the Federal Correctional Institute (FCI) Estill. The acquisition is set-aside for small business concerns. The solicitation is issued as a Request for Quotation (RFQ).

• A detailed list of subsistence items, including various types of beans, rice, pasta, cereal, dairy products, meats (beef, chicken, turkey), fish, vegetables, fruits, bread, and kosher/halal meals.

• Specific quantities, units of measure, and delivery requirements are detailed for each line item.

• Items must comply with Federal, State, and local regulations, including FDA and FD&C Act requirements, and specific National Menu Specifications.

• Special requirements include adherence to specific quality grades (e.g., U.S. Grade A), fat content limits, packaging standards, and labeling requirements (e.g., kosher/halal certification, allergen information).

• The government anticipates making MULTIPLE awards based on pricing per line item.

• Awards will be made to responsible Quoters whose quotes conform to requirements and offer the best value.

• Contract type will be Firm-Fixed Price (FFP) Purchase Order for awards over $15,000, and FFP Government Purchase Card transaction for awards under $15,000.

• Delivery is expected within 30 calendar days After Receipt of Order (ARO).

• Delivery will be Freight on Board - DESTINATION to FCI Estill, 100 Prison Road, Estill, SC 29918.

• Quotes must be submitted electronically to Jakisha Butts at j2butts@bop.gov.

• The submission deadline is March 6, 2026, by 1:00 p.m. Eastern Standard Time.

• No fax, hand-delivered, or mail-in quotes will be accepted.

• Quotes must be valid for 30 calendar days after the closing date.

• Evaluation factors include:

  • Price (fair and reasonable)
  • Past Performance (Go/No-Go evaluation based on timeliness of deliveries and order accuracy/completeness).

• This acquisition is set-aside for small business concerns.

• NAICS codes are 311999 (small business size of 700 employees) and 311511 (Dairy - Fresh Milk, small business size of 1,150 employees).

• All future information, including amendments, awards, and cancellations, will be posted on www.sam.gov.

• Interested parties are responsible for monitoring SAM.gov for updates.

• Delivery schedules must be pre-arranged with the receiving warehouse if delivery is planned within 30 minutes of close of business.

• All products must comply with 21 CFR and FDA's Food Safety Rule, including temperature requirements for perishable and frozen foods.

• Certified religious diet items must be marked with the Kosher Symbol.

• All items must strictly comply with BOP National Menu Specifications.
