This is a combined synopsis/solicitation for commercial products and services for the Federal Bureau of Prisons, Federal Correctional Institute, Estill. The acquisition is for subsistence, religious diets, meat, and dairy requirements. This announcement constitutes the only solicitation; no separate written solicitation will be issued.

• The solicitation includes a detailed "Schedule of Supplies/Services" with numerous line items for various food products, including beans, rice, pasta, meats (beef, chicken, pork, turkey, fish), dairy products, juices, spices, sauces, coffee, and more.

• Specific requirements include adherence to U.S. Grade standards, FDA regulations, and detailed National Menu Specifications.

• Products must comply with allergen labeling requirements and may not contain MSG.

• Delivery of non-frozen perishable foods must be between 34-40 degrees F; canned goods above 34 degrees F and not frozen; frozen foods at 0 degrees F or below.

• All items must be produced/processed/packaged no more than six months prior to delivery, unless otherwise specified.

• The contract type will be Firm-Fixed Price (FFP) Purchase Order for awards over the Micro Purchase Threshold ($15,000).

• For awards under the Micro Purchase Threshold, a Firm-Fixed Price Government Purchase Card transaction will be used.

• Awards will be made based on pricing per line item.

• Delivery will be within 30 days After Receipt of Order (ARO).

• Delivery will be Freight on Board - DESTINATION to FCI Estill, 100 Prison Road, Estill, SC 29918.

• The submission deadline for quotes is June 5, 2026, at 1:00 p.m. Eastern Standard Time.

• Quotes must be submitted via email to j2butts@bop.gov. No fax, hand-delivered, or mail-in quotes will be accepted.

• Quotes must be valid for 30 calendar days after the closing date.

• Evaluation will be based on the following factors:

  • Price (fair and reasonable)
  • Past Performance (Go/No-Go evaluation based on timeliness of deliveries and order accuracy/completeness).

• Only Offerors receiving a "Go" rating for Past Performance will be considered eligible for award.

• This acquisition is set-aside for small business concerns.

• NAICS codes are 311999 (small business size 700 employees) and 311511 for Dairy (small business size 1,150 employees).

• All future information, including amendments, awards, and cancellations, will be posted on www.sam.gov.

• Vendors are responsible for monitoring SAM.gov for updates.

• The government anticipates making MULTIPLE awards.

This document is a solicitation for Fiscal Year 2026 – 4th Quarter Subsistence/Spice/Meat/Dairy/Kosher Products for the Federal Correctional Institution (FCI) Estill, located at 100 Prison Road, Estill, SC 29918.

• The solicitation covers all line items for the specified products.

• Vendors must provide pricing for each line item with a requested quantity of one or more.

• Case quantity/weight and type must be provided as requested for evaluation purposes.

• Vendors must ensure they can adhere to the delivery schedule and meet all specification requirements if awarded.

• The period of performance is the 4th Quarter of Fiscal Year 2026.

• Quotations are due by Friday, June 5, 2026, at 1:00 p.m. Eastern Time.

• All vendors must carefully read the solicitation package and ensure all requirements are met to avoid exclusion from competition.

• Vendors must complete blocks 12, 17, 30a, and 30b on Standard Form 1449.

• Pages 1-4 must be returned, even if not bidding on all items.

• Provide your Unique Entity Identifier (UEI) in block 17a.

• All quotes must be emailed to j2butts@bop.gov. Only electronic quotes are accepted.

• Vendors are responsible for confirming receipt of their quote; electronic confirmation should be received within 4 business hours.

• All responsible sources may submit a quote.

• Contractors must be actively registered in the System for Award Management (SAM) database prior to award. Lack of SAM registration will result in ineligibility for award.
