• Quotations must be submitted to the issuing office (Block 5a) on or before Close of Business on 12/11/2025 at 16:00 ET.

• This is a request for information, and quotations furnished are not offers.

• If unable to quote, indicate so and return the form.

• The Government is not committed to pay costs incurred in preparing the quotation.

• Any representations and/or certifications attached to the RFQ must be completed by the quoter.

• The RFQ is marked as "IS NOT A SMALL BUSINESS SET-ASIDE."

• A "Continuation Sheet(s)" is referenced for the schedule of supplies/services.

• Standard Form 18 (Rev. 6-95) is used for this RFQ.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) is for Food Service items for the Federal Bureau of Prisons, Federal Correctional Institution - Gilmer. The solicitation is due on December 11, 2026, no later than 4:00 p.m.

• Procurement of Food Service items.

• Deliveries are expected from January 1, 2026, through March 31, 2026.

• Dairy and bread will be delivered weekly for the quarter.

• Weekly amounts for milk and bread are estimates and may vary based on institutional need.

• No deliveries will be accepted prior to January 1, 2026.

• Prices are to be FOB destination.

• All quotations must be submitted electronically to mxfrye@bop.gov.

• Offers must be completed before acceptance.

• Required forms include Representations and Certifications (ensure active SAM.gov registration) and Standard Form (SF) 18 – Request for Quotation.

• Complete blocks 11, 13, 14, 15, 16 of the SF 18 and attached quote sheets, including offeror name & UEI number in the header section of quote sheets.

• Include email address and UEI number in block 11b of SF 18.

• Original signatures are required on submitted quotes.

• Award will be made to the most advantageous offer, considering factors beyond price, including Past Performance.
