Substitutions to specifications or changes to case counts are prohibited and will not be considered.
• Evaluation Factors: Price and past performance. FCI La Tuna prioritizes vendors with a high past performance record, even over lower-priced quotes, in accordance with FAR 13.106-2(4)(ii).
