Notice of Award

This document serves as a Notice of Award for Solicitation 15B40825Q00000011, concerning Halal food items for FCI Leavenworth for the 1st Quarter of FY 2026. Four responses were received, and awards were made based on high past performance, not solely the lowest price, as stated in the solicitation.

LA Foods was awarded the following items:

• Certified Halal - 14 ounce Fish Fillet Meal (QTY: 120, Price: $5.30 EA)

  • Components: 4 oz Fish Fillet (pollock, whiting, flounder, cod, tilapia, or other white fish), 2 oz Tomato Sauce, 4 oz White Rice, 4 oz Mature Lima Beans.

• Certified Halal Meat - 18 Ounce Beans and Franks Meal (QTY: 160, Price: $4.70 EA)

  • Components: 4 oz Beef Franks or Cocktail Franks, 8 oz Vegetarian Beans w/Tomato Sauce, 6 oz Diced Potatoes. Beef Franks must not contain more than 3.5% non-dairy/non-meat binders/extenders or 2% isolated soy protein.

• Certified Halal Meat - 16 ounce Chicken Wing Meal (QTY: 120, Price: $4.50 EA)

  • Components: 5 oz Bone-in Chicken Wings, 2 oz BBQ Sauce, 5 oz Mashed Potatoes, 4 oz Mixed Vegetables.

• Certified Halal Meat - 20 Ounce Chicken Cacciatore Meal (QTY: 100, Price: $5.00 EA)

  • Components: 4 oz Breaded Chicken Nuggets (chunked/formed white meat, not mechanically de-boned, breading/added ingredients <=35% including soy <=5%), 4 oz Tomato Sauce, 4 oz Diced Tomatoes, 0.5 oz Mushrooms, 0.5 oz diced Onion/Garlic/spices/vegetable oil, 3 oz Pasta Macaroni, 4 oz Sliced/Diced Carrots.

• Certified Halal Meat - 20 Ounce Chicken Chow Mein Meal (QTY: 220, Price: $5.00 EA)

  • Components: 4 oz Breaded Chicken Nuggets (chunked/formed white meat, not mechanically de-boned, breading/added ingredients <=35% including soy <=5%), 6 oz Gravy, 1 oz Celery/Bell Pepper/Onion, 2 oz Green Beans, 3.5 oz White Rice, 3.5 oz Sweet Peas and Carrots.

• Certified Halal Meat - 16 Ounce Turkey Cutlet Meal (QTY: 100, Price: $4.40 EA)

  • Components: 4 oz Turkey Cutlet (chunked/formed white meat, not mechanically de-boned, breading/added ingredients <=35% including soy <=5%), 2 oz Gravy, 6 oz Mashed Potatoes, 4 oz Mixed Vegetables.

• Certified Halal Meat - 16 Ounce Meatloaf Meal (QTY: 160, Price: $5.10 EA)

  • Components: 4 oz Meatloaf (ground beef, <=20% fat, <=20% added ingredients), 2 oz Brown Gravy, 6 oz Mashed Potatoes, 4 oz Mixed Vegetables. Meatloaf must not contain more than 3.5% non-dairy/non-meat binders/extenders or 2% isolated soy protein.

• Certified Halal Meat - 15 Ounce Hawaiian Meatballs Meal (QTY: 340, Price: $5.10 EA)

  • Components: 4 oz Cooked Beef Meatballs (ground beef, <=20% fat, <=20% added ingredients), 2 oz Sweet Hawaiian Sauce, 5 oz Cooked White Rice, 4 oz Green Beans.

• Certified Halal Meat - 20 Ounce Spaghetti and Meatballs Meal (QTY: 240, Price: $5.30 EA)

  • Components: 4 oz cooked Beef Meatballs (ground beef, <=20% fat, <=20% added ingredients), 5 oz Spaghetti Pasta, 3 oz Tomato Sauce, 8 oz Sweet Peas. Meatballs must not contain more than 3.5% non-dairy/non-meat binders/extenders or 2% isolated soy protein.

• Certified Halal - 7 Ounce Spanish Omelet Meal (QTY: 240, Price: $4.30 EA)

  • Components: 3 oz Plain Egg Omelet, 1 oz Spanish Sauce, 3 oz Potatoes.

• Certified Halal Bologna Luncheon Meat (QTY: 500, Price: $1.50 EA)

  • Description: Chicken or turkey, frozen, 4 oz multiple slice portion (shelf stable may be 1-4 oz slice), wrapped in sealed plastic. Each package must be marked with the halal certification symbol.

• This is a Notice of Award only and does not constitute a contract.

• All quotes were considered if received by the submission deadline of August 18, 2025, 7:00 AM CST.

• Award decisions prioritized past performance in accordance with FAR 12.203(a)(2).
