This document provides instructions for offerors responding to an acquisition evaluated using the FAR 15.101-2 Lowest Price Technically Acceptable source selection process.

Offerors must complete two steps:

1. Submit the SF1449 (solicitation) with specific blocks (Page 1, blocks 17a and 24; Page 4) filled in.
2. Provide a summary of the technical process to be used to meet the objectives outlined in the Statement of Work.

Offers must clearly separate the two items. Missing items will result in an unresponsive offer.

Statement of Work (SOW)

To procure services for the installation of a foundation drain at the exterior of the Training Center at the Federal Correctional Institution (FCI) Loretto, Pennsylvania.

• Excavate and install approximately 25 feet of foundation drainage and 20 feet of solid drainage piping adjacent to the exterior of the Training Center.

• Excavate a trench approximately 2'x3' wide, 4' deep, and 25' long.

• Remove spoils to an outside location and replace with clean stone.

• Clean and prep the wall and apply a waterproofing system per manufacturer's specifications.

• Install Geotech fabric, perforated drainage piping, and clean stone.

• Excavate an additional 55' to connect the new foundation drain to the existing downspout.

• Restore the work area with mulch and seed.

• Obtain all measurements and manufacturer's installation recommendations.

• Comply with BOP Technical Design Guidelines, seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-ABA, and Federal, State, and Local codes and regulations.

• General contractor to be on-site during installation; a company supervisor must be on-site if the general contractor is unavailable.

• Premises must be kept clean and free from waste materials and rubbish daily.

• All debris, scrap, and surplus materials must be removed from the site upon completion.

• Work is to be performed at the FCI Loretto Training Center, 772 Saint Joseph Street, Loretto, Pennsylvania.

• Work Hours: Monday - Friday, 7:00 AM – 3:30 PM, excluding weekends and federal holidays. Alternate hours require written request and Warden approval.

• The BOP will provide minimal electricity (120V), restroom services, and water. The contractor provides all other supplies and materials.

• Security: Contractors must obtain security clearance, attend a 4-hour orientation and security procedures training, and wear a picture ID/contractor badge. Cell phones, cameras, and two-way pagers are not allowed in FCI Loretto.

• Safety: Contractors must wear required PPE. Tools and materials must be stored securely. Extension cords must be in good condition. Lock-out/Tag-out procedures must follow the institution's program.

• Delivery of Materials: Deliveries received between 7:00 a.m. to 2:00 p.m., Monday through Friday, excluding Federal Holidays. Contractor is responsible for loading/unloading.

• Clothing: Jeans are permitted; green or khaki clothing is not allowed.

• Lunches must be consumed at the work site.

• Smoking is only allowed in designated areas.
