• Current Service Provider: GFL Environmental is the current provider. Offerors should use estimated totals from the RFQ and SOW for pricing.
• Compactor Specifications: Required specifications include "sealed, electrical, and hydraulic" beyond the "38 cubic yards sealed self contained" requirement.
• Access Constraints: Two compactor locations are confirmed: one inside and one outside the secure perimeter. There are no turning radius or gate width restrictions.
• Security Processing Lead Time: Dependent on the local HR office and system processing.
• Escort Services: Entry into the facility will be escorted; activities will be coordinated with the institution.
• Compactor Movement: Moving compactors to the sally port will be coordinated with the institution.
• On-Call Pickups: No limits on the number of on-call pickups per month or year, though not common.
• Recycling Program: The government believes a recycling program exists, and provided totals should account for it.
• Weigh Tickets: Must be issued directly from the landfill scale.
• Disposal Facilities: Disposal sites require institutional approval per the SOW. Documentation of a suitable facility is encouraged at proposal submission but not required; at a minimum, submit the site name.
• Missed Service: Make-up service will be coordinated with the institution. No credit or remedy will be applied if a pickup is skipped per institutional decision.
• Pricing: This is not a Firm Fixed Price (FFP) with Economic Price Adjustment contract. Offerors are encouraged to submit an FFP proposal and account for inflationary costs.

This solicitation is for Solid Waste Removal and Landfill Services for the Federal Correctional Institution (FCI) Pekin, Illinois, and the adjoining Federal Prison Camp (FPC). The Federal Bureau of Prisons (BOP), Field Acquisition Office, is seeking to award a single indefinite delivery/requirements type contract with firm-fixed unit prices.

• Provision of solid waste removal and landfill services.

• Includes rental of 38 cubic yard trash compactors (2 units total, 1 for FPC, 1 for FCI).

• Includes estimated pull fees for FPC (Camp) and FCI trash compactors.

• Includes estimated landfill disposal tonnage.

• Services are estimated at approximately 850 tons of solid waste per year.

• Contractor must provide a 24-hour contact for issues.

• Contractor must use a Class I disposal facility.

• Contractor must own and supply two sealed self-contained compactors.

• Contract Type: Indefinite delivery/requirements type with firm-fixed unit prices.

• Period of Performance: Base year (12 months from award) plus four (4) 12-month option years and a 6-month extension period.

The Federal Bureau of Prisons (BOP), Field Acquisition Office, is seeking to award an indefinite delivery/requirements type contract with firm-fixed unit prices.

• Provision of Solid Waste Removal and Landfill Services.

• Includes services for both FCI Pekin and FPC Pekin.

• Services involve loading, unloading, hauling, and disposal of solid waste in accordance with all local, county, state, and federal regulations.

• Contractor must provide and maintain two sealed self-contained compactors (one for FPC, one for FCI).

• Specific services include trash compactor rental, pull fees, and landfill disposal.

• Estimated annual solid waste generation is approximately 850 tons.
