This document is a solicitation (RFQ) for the procurement of Whole Milk, Pasteurized, 1/2 Pint containers, for the 4th Quarter of Fiscal Year 2026. The Federal Bureau of Prisons, FCI Texarkana, is issuing this solicitation.

• Product: Whole Milk, Pasteurized, 1/2 Pint containers.

• Delivery Schedule: Deliveries are required on a WEEKLY BASIS, every Tuesday, beginning June 7, 2026, through September 29, 2026. Deliveries must be made in stackable plastic crates.

• Quantity: 146,250 containers.

• Specifications: Milk must meet CID A-A-20338A, Group I, Type D, No Flavor, Packaging size f, Agricultural practice (1).

• Period of Performance: 07/01/2026 - 09/30/2026.

• Contract Type: Firm Fixed Price.

• Payment: Awards under $15,000 will be paid via Government Purchase Card.

• Offer Due Date: 05/21/2026 at 15:00 CT.

• Submission: Offers are to be submitted on SF 1449, letterhead stationery, or as otherwise specified.

• Evaluation: The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Specific evaluation factors are to be inserted by the Contracting Officer.

• Award: All items will be awarded to one vendor.

• NAICS Code: 311511 (Fluid Milk Manufacturing).

• Size Standard: 500 Employees.

• Set-Aside: The acquisition is listed as UNRESTRICTED or SET ASIDE, with options for Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB).

• Failure to deliver on the specified weekly schedule may result in cancellation.

• Offerors are advised to review line item descriptions prior to quoting.

• The solicitation includes numerous FAR clauses and addenda related to contract terms, conditions, and provisions.

This document is a Request for Quotation (RFQ) for milk items for the 4th Quarter of Fiscal Year 2026 for the Federal Correctional Institution in Texarkana, Texas. The solicitation includes all necessary information for submitting a quote.

• Milk items as specified in the solicitation.

• Substitutions are not accepted.

• Offerors must be able to accept Government purchase cards for payment.

• The contract will be awarded as a whole (all items as a group) to a single offeror.

• Failure to deliver awarded items within the established timeframes will be considered non-conformance.

• Submission Deadline: May 21, 2026, at 3:00 P.M. Central Standard Time.

• Submission Method: Via email to Tex-ProcurementpProp-s@bop.gov.

• Evaluation Factors: Price and Past Performance. Price will be rated higher than Past Performance.

• The award will be made to the offeror whose offer conforms to the solicitation and is most advantageous to the Government.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must include their Unique Entity Identifier (UEI) in their quotes.

• Failure to comply with SAM registration procedures will result in elimination from consideration.
