• The Government will award the contract to the responsible Offeror whose offer is most advantageous, considering price and other factors.

• Offerors must be registered in the System for Award Management (SAM) at the time of submission.

• Offerors must include their Unique Entity Identifier (UEI) in their quotes.

• Failure to complete SAM registration will result in elimination from award consideration.

• Standard Form 1449 is required to be completed and submitted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for replacing the existing CMS Transformer at the Federal Corrections Institution (FCI) Texarkana.

• Remove and replace the existing 500 KVA CMS Transformer (HVT-3-TEX) with a new or equal brand name product.

• The new transformer must be a 500 KVA, 12,470V primary to 208Y/120V secondary, oil-filled unit with a loop feed primary and a 1,600 AMP main breaker.

• The new substation must accommodate medium voltage feed to the VT transformer and have a secondary panel capable of up to six three-phase breakers (400-1200 AMPS).

• Reconnect a 208-480 step-up transformer to the new secondary voltage system.

• Install load break elbows on incoming and outgoing high voltage.

• Furnish and install new generators (350 KW, 176 KW, 120 KW, 120 KW, and 100 KW) at various locations within the facility.

• Furnish and install a new 1600-amp panelboard with specified sub-breakers for CMS, Health Services, Education, and Recreation Yard.

• Provide all necessary engineering, permits, tools, and insurance.

• Remove old transformer and debris from the site.

• Equipment must meet specified voltage, KVA, and amperage ratings.

• Transformer temperature rise must not exceed 65°C at rated kVA output in a 40°C maximum ambient.

• Warranty: One-year after start-up or eighteen months from shipment.

• All work must comply with industry standards, UL, NEC, and applicable Federal, State, and Local codes.

• Location: FCI Texarkana, 4001 Leopard Drive, Texarkana, TX 75501.

• Duration: Not to exceed thirty (30) calendar days from Notice to Proceed (NTP).

• Working Hours: Monday through Friday, 8:00 AM - 2:30 PM, excluding Federal holidays, unless otherwise authorized.

• Brand name or equal product must be submitted for technical determination.

• Contractor must adhere to strict security protocols, working hours, and site access procedures within the correctional facility.

• Personal Protective Equipment (PPE) and Lock-Out/Tag-Out procedures are mandatory.

• No electronic transmitting devices are allowed inside the institution.

• Contractor is responsible for all equipment and material disposal in accordance with regulations.

This solicitation is for the replacement of the CMS Transformer at the Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) Texarkana. The project is anticipated to take approximately 33 weeks from the date of award.

• Replacement of the CMS Transformer located east of the ground water tank, north of the CMS building.

• The transformer is specified as "Power Zone", 500 KVA, 208Y/120 Volts.
