Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and deliver one instantaneous water heater with a thermostatic mixing valve and a hot water holding tank to FCI Waseca. The current system cannot meet the demand due to newly added laundry equipment.

• Supply one (1) 50 GPM instantaneous steam/water heater with a thermostatic mixing valve.

• Supply one (1) 275-gallon hot water storage tank.

• Equipment must be equal to or better than specified models (Armstrong RT66540R and a 40" x 78" insulated tank).

• Vendor must submit technical specifications for any proposed equal products for review and acceptance.

• Vendor must comply with all applicable Federal, State, and Local building codes and regulations.

• The equipment must be free from defects in materials and workmanship for at least one (1) year from the date of final acceptance.

• Warranty covers materials, equipment, and compliance with SOW specifications.

• Delivery location: Federal Correctional Institution (FCI) Waseca, 1000 University Drive SW Waseca, MN 56093.

• Submittals required prior to purchase agreement include technical documents, operation manuals, product data sheets, warranty documents, and manufacturer's support agreements.

• Three (3) copies of Material Safety Data Sheets (MSDS) for all materials and substances used during the project must be provided in advance.

• Delivery hours are Monday-Friday, 8:00 AM – 2:00 PM, excluding weekends and federal holidays. Off-hours delivery requires scheduling five (5) working days in advance.

• Delivery personnel must adhere to specific institutional rules regarding photography, attire, and smoking.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services for the Federal Bureau of Prisons, FCI Waseca, MN. The government is procuring one (1) instantaneous 50 GPM steam-to-water heater with a thermostatic mixing valve and one (1) insulated 275-gallon hot water storage tank, or approved equal. This equipment is intended to expand the institution's domestic hot-water capacity to support increased demand from recently added laundry systems. This procurement is for supply only; no installation, demolition, or onsite services are required.

• All furnished products must meet or exceed the performance, dimensional, and material specifications identified in the Statement of Work (SOW).

• Compliance with applicable plumbing and safety standards.

• Vendors offering equal products must provide complete technical documentation for Government review.

• Contract type: Firm-fixed-price.

• Award will be made to the responsible vendor whose quotation conforms to the solicitation and is determined to be Lowest Price Technically Acceptable (LPTA).

• Quotations must be submitted electronically to lbonner@bop.gov.

• Faxed and hand-delivered quotes will not be accepted.

• Offerors must provide estimated delivery lead times.

• Offerors must include a specification sheet and any submittal information about the products offered.

• Quotation Deadline: May 22, 2026, at 12:00 pm Central Time.

• Evaluation Factors: Technical Acceptability and Price. Technical Acceptability is evaluated on a pass/fail basis.

• This acquisition is set-aside for small business concerns (100% Small Business Set Aside).

• Each offeror must be registered in SAM.gov and complete necessary representations and certifications.

• The solicitation will be made available on or about May 5, 2026, and will be posted to www.sam.gov.

• All future information, including amendments and award notices, will be posted on www.sam.gov.

• Payment will be processed via Electronic Funds Transfer (EFT).
