FDC SeaTac - Replace Water Heaters

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the removal and disposal of four (4) existing water heaters and the complete installation of four (4) new water heaters at the Federal Bureau of Prisons (FBOP), FDC SeaTac.

• Safely isolate and disconnect existing natural gas, electrical, and water utilities for four (4) existing water heaters. Gas lines must be capped and leak-tested.

• Haul off and dispose of all old equipment at a certified recycling facility in accordance with Washington State environmental laws.

• Install four (4) new Lochinvar Copper-Fin II CFN1802PM natural gas water heaters with the latest SMART SYSTEM control platform in a direct-vent configuration.

• Install water heaters on a level, non-combustible floor with a minimum 24-inch clearance from sides and ceiling.

• Use factory-specified venting options and install a DirectAire venting system (Vertical or Horizontal).

• Ensure maximum air inlet and vent length do not exceed 50-100 equivalent feet.

• Ensure horizontal vent runs slope upward at least 1/4 inch per foot.

• Ensure vent termination is at least 3 feet above the roof.

• Connect to a 1,800,000 BTU/hr. natural gas supply and verify existing gas pressure.

• Install 2-1/2" NPT water connections.

• Install a flow switch and a Temperature & Pressure (T&P) relief valve with discharge piping.

• Ensure 120 VAC power is available for unit operation.

• Federal Security & Network Isolation: SMART SYSTEM controls must function autonomously. All wireless broadcasting (Wi-Fi/Bluetooth) must be physically disabled or omitted. BMS communication restricted to hardwired RS-485 Modbus or 0-10 VDC signals.

• Basis of Design: Lochinvar Copper-Fin II CFN1802PM is the sole Basis of Design. Approved Equal products must meet specific efficiency (>=85% Thermal Efficiency), space, and weight requirements. Substitutions require written approval and contractor bears costs for modifications.
