Submission Requirements
Offers must be submitted electronically to ditoles@fdic.gov and divided into three separate volumes:
- Volume I: Pricing (using the attached Price Schedule, Attachment B1)
- Volume II: Additional Information
- Volume III: SCRM Information (completing Attachment J1 - Pre-Award SCRM Info, which requires identifying manufacturer/supplier status as OEM, AM, or Authorized Supplier). Failure to include required components or provide SCRM status may lead to omission from consideration. Offerors must acknowledge Amendment 0001.
Eligibility & Evaluation
- Eligibility: Offerors must be an Authorized Reseller/Partner of Digicert or the Original Equipment Manufacturer (OEM). An active SAM.gov registration is required prior to award.
- Evaluation: The FDIC will use a Lowest Price Technically Acceptable (LPTA) method. Technical acceptability will be determined by meeting minimum technical requirements, and pricing will be evaluated for completeness and reasonableness.
Important Notes
Amendment 0001 was issued to answer vendor questions and extend the offer due date. The FDIC has stated they will not consider equivalent solutions for certificate lifecycle management and PKI subscription services at this time.
