Statement of Requirement (SOR)

To procure required parts and perform repairs to restore a John Deere 544H Loader to full operational capability for the 733d Civil Engineer Squadron at Fort Eustis, Virginia.

• Provide all labor, materials, tools, equipment, transportation, and supervision for repairs.

• Procure and replace major assemblies, hydraulic components, bushings, pins, seals, and associated hardware.

• Perform line-boring, cylinder resealing, and structural component replacement.

• All work to be completed within 30 days after receipt of all materials.

• 4-in-1 bucket, 544H coupler, 544H boom

• Bushings, seals, washers, pins

• Hydraulic cylinder and fluid

• Components for bucket cylinder reseal and Z-bar/bucket link repair

• Miscellaneous shop supplies and environmental handling materials

• Hauling services

• All parts must be new, OEM, or OEM-equivalent.

• Remove and install bucket and boom frame.

• Line-bore top frame holes.

• Replace bushings and bent bucket link.

• Reseal bucket cylinder.

• Replace broken boom cylinder.

• Perform mechanical adjustments and alignments.

• All repairs must meet OEM specifications.

30 days after receipt of all materials.

• Provide access to the loader.

• Provide a safe work area.

• Provide a point of contact.

• Review and approve material delivery timelines and repair schedule.

• All procured parts delivered to Fort Eustis.

• Completed repairs restoring full operational capability.

• Documentation package including: repair completion report, operational test results, and warranty information.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) is for the repair of a John Deere 544H Loader to restore it to fully operational capability at Ft. Eustis, Virginia, Joint Base Langley-Eustis (JBLE), VA. This is a 100% small business set-aside.

The following Contract Line Item Numbers (CLINs) outline the specific repair services required:

• CLIN 0001: R&I Bucket and Boom Frame

• CLIN 0002: Line-Bore Top Frame Holes

• CLIN 0003: Replace 6 Bushings in Used Boom

• CLIN 0004: Replace Z-Bar Bushing and Bent Bucket Link

• CLIN 0005: R&I and Reseal Bucket Cylinder

• CLIN 0006: Replace Broken Boom Cylinder

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: 30 days, with an anticipated start date of July 6, 2026, and an end date of August 5, 2026. No option years.

• Submission Deadline: Quotes are due no later than 16:30 EST on Friday, June 26, 2026. Late quotes will not be accepted.

• Submission Format: Itemized quote on company letterhead, including unit prices, extended prices, and a list of equipment offered. Submit as a separate document from the solicitation.

• Evaluation Criteria: Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on the lowest price that is technically acceptable. Technical capability will be evaluated based on the ability to meet minimum requirements outlined in the Statement of Requirement (SOR).

  • Quote Due: 16:30 EST, Friday, June 26, 2026.

• This is a 100% small business set-aside.

• Contractors must be registered in the System for Award Management (SAM) database to be eligible for award.
