This is a combined synopsis/solicitation, which is expected to result in an award of FFP contract per FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedure. Please provide a quote for the items listed below by 3 p.m. KST, Thursday, 20 March 2025. The deadline for submission of written questions regarding this solicitation is one (1) week after the release of the solicitation. The Government has no obligation to answer any questions received after the due date and time. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA) precludes the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror awarded a contract under this requirement. All offerors submitting a proposal, including U.S. sources, must already have, or obtain, the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordancewith all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it may not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
