- Mission-Enhancing Science and Technology: Including digital exploitation (DOMEX, HLT, computer vision, DSP), directed energy weapons (DEW), biometrics, weapons of mass destruction, and various detection technologies.

Submission Requirements
Offerors must submit white papers addressing specific problem sets. Submissions can be either a pre-recorded oral presentation (max 10 minutes) or a written document (max 10 pages, 12-point font, 1-inch margins). Required content includes a Title Page, Project Description, Program Plan, Capabilities and Relevant Experience, and a Rough Order of Magnitude (ROM). All communications must be UNCLASSIFIED.
Contract Details
The FBI anticipates awarding multiple FAR-based contracts of any appropriate type. The period of performance will vary based on the research area and technical approach. While funding availability is undefined, the FBI is not obligated to make awards and will not reimburse costs for white paper preparation.
Eligibility & Set-Aside
NAICS codes and corresponding small business size standards will vary by specific problem set. Offerors must be registered in SAM. Partnerships (Industry-Academia, Industry-Government) are encouraged. Security requirements may include personnel clearable to Top Secret (TS) and potentially SCI, requiring NDAs and polygraphs for access to FBI IT Networks.
Submission & Evaluation
White papers can be submitted at any time to meagrinzoni@fbi.gov until the BAA's expiration on May 16, 2027. Submissions will be evaluated based on Technical Approach, Capabilities and Relevant Experience, and Rough Order of Magnitude, all of equal importance. Selected offerors will be invited to proceed to Step Two for formal proposal submission. Offerors are responsible for monitoring SAM.gov and biz.fbi.gov for amendments.
