Scope of Work
The contractor will provide all personnel, equipment, and materials for professional employee benefits and financial literacy training. This includes:
- Delivering in-person training sessions at three government-specified locations: Baltimore, Norfolk, and Alameda.
- Conducting a full-day "Federal Retirement Benefits" briefing (08:00 AM - 04:00 PM) covering FERS, CSRS, TSP, VCP, FEGLI, FEHB (Medicare), and Disability Insurance.
- Conducting a half-day "Financial Literacy" briefing (08:00 AM - 12:30 PM) on budgeting, risk management, investing, and retirement/estate planning.
- Each briefing will accommodate no more than 50 participants.

Key Requirements
- Instructor Qualifications: The Lead Instructor must have a minimum of five years of experience training on FERS, CSRS, and TSP, and possess a recognized financial planning credential or equivalent certification.
- Security: Contractor personnel must be U.S. Citizens and possess proper government ID for facility access. Safeguarding Controlled Unclassified Information (CUI) is required; no retention or dissemination of employee rosters.
- Deliverables: Draft Training Materials (slide decks, handouts, syllabus) due 15 calendar days prior to the first session, and Final Training Materials due 5 calendar days prior.
- Quality Assurance: Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP), with a standard of 90% "Satisfactory" or higher attendee evaluations and zero errors in training materials.
