The Federal Mediation and Conciliation Service (FMCS) is seeking information to identify qualified and interested firms capable of providing Application Development and Support Services (ADSS) for their enterprise Microsoft 365 (M365) and related environments. The goal is to determine the availability of capable businesses and inform the acquisition strategy.

The contractor will provide full lifecycle IT services, including:

• Application development, modernization, system integration
• Operations and Maintenance (O&M)
• System assessments
• Cloud migration support
• Security and compliance activities

Specific CLINs include:

• CLIN 1: Operations & Maintenance (O&M) and Minor Enhancements (<40 hours per task)
• CLIN 2: Major Enhancements and New Development (>40 hours per task)

Deliverables include an investigation report, monthly status reports, financial tracking, system documentation, modernization assessments, and technical artifacts.

The FMCS environment includes:

• Microsoft Power Platform (Power Apps, Power Automate, Power Pages, Dataverse, SQL)
• SharePoint Online and Microsoft Teams
• Enterprise Records Management system (Collabware Collabspace)
• Learning Management System (LMS365)
• Dynamics / Power Apps-based systems (e.g., Case and Client Management System)
• Custom .NET application hosted in Azure (Arbitration system)
• Public-facing WordPress-based web environments hosted in AWS
• Approximately 2 major applications, 12-15 active applications/workflows, and a user base of ~90 internal and 15K+ external users.

This phase, running concurrently with O&M, will assess the current environment, evaluate applications, identify gaps, review previous contractor work, and provide modernization recommendations. It is anticipated to last approximately three (3) months.

Requirements include FISMA, NIST SP 800-53, OMB A-130, Section 508 accessibility, ATO processes, continuous monitoring, POA&M management, and secure development practices.

Includes migration planning and execution (e.g., AWS to Azure), legacy system modernization, future-state architecture development, and data migration planning.

Base Period: 12 months Option Periods: Up to three (3) additional 12-month option periods.

Interested firms are requested to submit a capability statement (max 10 pages) by April 6, 2026, 5:00 PM EST to Bronson Madero at bmadero@fmcs.gov. The submission should include:

• Company Information (name, address, UEI, CAGE, business size, socioeconomic status, POC)
• Capability Statement (experience with M365, Power Platform, ERM, LMS, federal IT security/compliance)
• Relevant Experience (federal contracts, scope, complexity, contract value, period of performance)
• Pricing / IGCE Support (Rough Order of Magnitude estimates for CLINs, Investigation Phase, and modernization/migration efforts, including labor categories, hours, and rates if available)
• Acquisition Strategy Input (recommended contract type, pricing structure, CLIN structure)
• NAICS Code Recommendation (541512 or 541519)
• Feedback on Draft Requirement (unclear areas, improvements, restrictive requirements)
• Labor Categories and Staffing Approach
• Contract Vehicles

Statement of Work (SOW)

To obtain comprehensive Application Development and Support Services (ADSS) for the Federal Mediation and Conciliation Service's (FMCS) enterprise application ecosystem, cloud platforms, and digital services, ensuring systems remain secure, reliable, scalable, and aligned with agency mission needs.

The contractor shall provide full lifecycle ADSS across FMCS’s Microsoft 365 environment and associated systems. Key services include:

• Application Development, Modernization, Enhancement, and Integration
• Microsoft 365 Platform Support (SharePoint Online, Teams, Power Platform)
• Enterprise Systems Support (ERM, LMS)
• Operations and Maintenance (O&M)
• System Assessments and Modernization Recommendations
• Security and Compliance (FISMA, NIST, OMB A130, Section 508)
• Cloud Migration and Legacy Modernization
• Enhancement of Systems and Processes

Specific tasks include an initial Investigation Phase (3 months) to evaluate the current environment and provide recommendations, followed by an Operations and Maintenance Phase (12 months, concurrent). The SOW also outlines two optional 12-month periods for development, modernization, and continued O&M.

• Monthly Status Reports (MSR) are required, detailing project activities, progress, risks, performance, and financial dashboards.

• Continuous evaluation of systems against industry standards for performance, usability, accessibility, maintainability, and security.

• Base Period: 12 months

• Option Years: Four (4) additional 12-month periods.

• Place of Performance: Hybrid, with potential for remote and on-site work at FMCS facilities.

• Technical Qualifications: Demonstrated expertise in Microsoft 365, Power Platform, Azure Services, federal IT security, compliance (FISMA, NIST, OMB A130, Section 508), cloud migration, and modern application architecture. CMMI Level 3 Dev and services required.

• Experience: Minimum five (5) years providing ADSS in cloud environments, supporting federal agencies, and modernizing enterprise systems.

• Personnel Security: Tier 2 (Moderate Risk) background investigation.

• Information Custodial Requirements: Strict adherence to FMCS and Federal regulations regarding the use, segregation, inspection, destruction, and handling of FMCS information.
