Purpose & Scope
FOH provides essential occupational health services (OHS) to over 1 million federal employees across various agencies. The contractor's primary role will be to supply PerSCs to FOH Service Provision Sites (SPSs) to facilitate the delivery of Clinical Health Services (CHS), Environmental Health and Safety Services (EHSS), Wellness and Health Promotion Services (WHPS), and Behavioral Health Services (BHS). PerSCs will perform a range of services including occupational health examinations, immunizations, health screenings, case reviews, travel medicine assessments, and health education. The objective is to maintain the physical and mental fitness of federal employees and enhance productivity.

Key Requirements & Qualifications
The requirement is for physicians, physician assistants, nurse practitioners, and registered nurses, among other clinical and administrative roles. PerSCs must possess appropriate credentials, licensure, and certifications. All personnel will require at least a Tier 2 Moderate Risk Background Security Clearance from FOH, renewed every 5 years, with an extensive badging and documentation process. Bidders must demonstrate Joint Commission (TJC) accreditation, which will be evaluated on a pass/fail basis. A detailed Site Staffing Plan (Attachment J.2) and Labor Categories (Attachment J.3) outline specific personnel needs and qualifications.
Submission Requirements
Interested small businesses must submit a capability statement addressing:
- Details of up to three (3) similar projects completed within the past three years (customer name, POC, contract value, PoP, services, CPARS availability).
- Feedback on attachments.
- Answers to questions in the "RFI Questions – Clinical East" document (e.g., management infrastructure, GSA contracts, NAICS, geographic experience, subcontracting, transition capability, security clearances, TJC certifications).
- A cover letter with company information (name, address, UEI, POC, business size relative to NAICS, GWAC/GSA vehicles, company type, teaming arrangements).
