Purpose
This RFI is for planning purposes only to gather market intelligence on industry capabilities. The ATF aims to identify potential vendors who can provide a Federated Search solution to consolidate search results, reduce latency, and increase operational efficiency for its Office of Intelligence Operations (OIO).
Scope of Work
The envisioned solution requires the development of secure connectors for various internal ATF repositories (e.g., SharePoint, SQL, On-premises Files, AWS, Spartan, Nforce, Ness, Etrace) and authorized external/third-party data sources (e.g., Accurint AVCC, Clear, i2 Analyst Notebook, Transunion TLO, Vigilant/License Plate Reader, Pennlink, Tangles, Whooster). It must feature a "Search-Time" aggregation architecture to maintain data segregation and a user interface (UI) with toggle/filter capabilities for selective query modes. The solution needs to support Production, Training, and Testing environments, with scalability for future growth. Training and knowledge transfer for government personnel are also required.
Key Requirements & Standards
The solution must comply with NIST SP 800-53 security controls (moderate/high impact), be fully Section 508 compliant, and integrate with the ATF's Identity, Credential, and Access Management (ICAM) system (PIVCAC, OKTA, Active Directory). Development must adhere to ATF's Agile Scrum Methodology, IT Governance Manual, Data Management Requirements (including the Data Governance Policy and Handbook), and utilize ATF Enterprise Standard Technologies (e.g., AWS GovCloud, Microsoft SQL Server 2019, Java, .Net, GitLab, Jenkins). Personnel will require suitability determinations. The project will also need to comply with ATF Executive Order 14110 and OMB memorandum M-24-10 regarding Artificial Intelligence (AI) use.
Submission Details
Respondents should provide information on company capabilities, relevant past performance (including contract numbers), experience, differentiators, and staffing estimates. Specific experience with NIST compliance, Identity Management, and Section 508 is essential. Responses are limited to 15 pages, excluding diagrams/images.
