This solicitation is for the procurement of Feedlot Pellets for the Roman L. Hruska U.S. Meat Animal Research Center (USMARC). The pellets are intended for feeding cattle at the feedlot operation as part of research efforts to develop scientific information and new technology for the U.S. beef industry.

• Feedlot 4020 500R Balancer Pellet (Delivered in Bulk): 300 Tons

• Feedlot 4020 500R Balancer Pellet (Delivered in Bags): 7 Tons

• Anticipated contract type: Firm-fixed-price requirements contract.

• Period of Performance: Delivery required between 04/01/2026 and 03/31/2027. Early deliveries will not be accepted.

• Submission: Quotes are due by the date and time indicated on the SAM.gov posting and must be submitted via email to shalunda.mix@usda.gov with the subject line "Quote for 1232SA26Q0347."

• Offer Acceptance: Offers must remain valid for 90 calendar days from the date specified for receipt of offers.

• Evaluation: Award will be made to the offeror representing the best value to the Government, based on lowest price technically acceptable criteria.

  • Price: All items must be priced. Total price evaluation includes quantity discounts, prompt payment discounts, shipping, and any other quoted pricing. Failure to price all items may result in exclusion.
  • Technical Acceptability: The product must meet or exceed salient characteristics in Attachment 2, be clearly identified by brand name/make/model, include sufficient descriptive literature, and be available for delivery within the specified timeframe.
  • Past Performance: Will be evaluated using a rating system of Acceptable, Neutral, or Unacceptable.

• Several clauses indicate potential set-asides or preferences, including HUBZone, Small Business, and Trade Agreements. Specific applicability should be reviewed in the full solicitation.
