Submission & Evaluation
Offerors must submit quotations in accordance with instructions in Sections D and E of the solicitation. The government anticipates awarding the BPA based on initial quotations without exchanges. Evaluation factors include technical approach, sample project scenarios, staffing plan, key personnel, corporate experience, management approach, and price. A complete GSA solution is required; no open market services or supplies are permitted. Bidders must use provided templates for submissions, including the pricing worksheet where labor hours and rates must be populated (provided labor costs are $0.00).
