Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Energy (DOE), specifically Brookhaven National Laboratory (BNL), is planning to procure one (1) 1030 nm Femtosecond Fiber Laser System. This is a Presolicitation notice for a Total Small Business Set-Aside opportunity. The system is intended for precision micromachining and nonlinear material processing research at BNL in Upton, NY. The official solicitation is expected by the end of March 2026, with an anticipated award date around June 2026.
Scope of Work
BNL requires a complete, fully integrated industrial-grade 1030 nm femtosecond fiber laser system. The vendor will supply:
- A Ytterbium (Yb)-doped femtosecond fiber laser (or equivalent) operating near 1030 nm.
- Rack-mountable control unit and a separate compact optical head.
- Interconnecting fiber/umbilical cable (minimum 1.0 meter).
- All necessary power supplies, control electronics, safety interlocks, and cabling.
- User manual and system documentation. The system must be fully assembled, factory tested, and ready for operation upon installation.
Technical Requirements
Key optical characteristics include:
- Center Wavelength: 1030 nm ± 10 nm
- Pulse Duration: < 500 fs
- Pulse Energy: > 40 µJ at ~500 kHz repetition rate
- Average Output Power: > 20 W
- Repetition Rate: Adjustable from 50 kHz to 500 kHz (up to 2 MHz at reduced energy)
- Beam Quality (M²): < 1.4
- Polarization: Linear with extinction ratio > 20 dB
- Stability: Long-term power stability < 1% RMS over 8 hours; pulse-to-pulse stability < 1% RMS; beam pointing stability < 50 urad.
- Warm-up Time: < 15 minutes.
Contract & Timeline
- Contract Type: Firm Fixed Price
- Anticipated Award: One (1) award around June 2026
- Delivery: Anticipated 12-14 weeks after receipt of order, with site acceptance 14 weeks after contract award.
- Warranty: Minimum one (1) year covering parts and labor.
- Official Solicitation Release: Expected by end of March 2026.
- Response Date (for this Presolicitation): March 16, 2026 (Note: This is a general response date for the presolicitation notice, not for proposals).
Eligibility / Set-Aside
This requirement is planned as a Total Small Business Set-Aside (FAR 19.5). Vendors must be registered in SAM under NAICS code 334516 (Size Standard: 1,000 employees) prior to submitting quotes for the future solicitation. The acquisition is subject to Free Trade Agreements.
