Statement of Work (SOW)

To provide a safe working environment for employees, protect office equipment, and prevent damage to buildings at the Arizona Navajo Central Agency, Bureau of Indian Education (BIE) Chinle Agency Headquarters. The new fence aims to improve security and deter unauthorized access to Buildings No. 136 and 137.

• Install approximately 1,995 lineal feet of commercial-grade, 9-gauge chain-link fence.

• Install two 10-foot swing gates, one 5-foot walk-through gate, one 10-foot gate, and one 20-foot gate, all with associated hardware.

• Remove existing concrete debris and old fencing materials, storing them onsite.

• Install fence fabric, line posts, terminal posts, top rails, post caps, gates, and tension wire.

• Field verify exact linear footage before cost proposal submission.

• Fence fabric to be 72-inch, 12-gauge, 2-inch mesh, manufactured in accordance with ASTM A491.

• Concrete post footing to be minimum 3,000 psi.

• Line posts to be spaced at a maximum of 10-foot intervals.

• Gates to be installed plumb, level, and secure for full opening without interference.

• Contractor must comply with all applicable safety codes and standards mandated by BIA/BIE.

• Establish a Safety and Health Program in accordance with OSHA regulations.

• Establish a quality control program and provide a copy to the COR.

• Project Location: Navajo Indian Reservation at the BIE Chinle Agency, Chinle, Apache County, Arizona.

• Construction Performance Time: Ninety (90) Calendar days from the Notice to Proceed.

• Period of Performance: 120 calendar days from the Notice to Proceed.

• Contractor must obtain a Navajo Nation Environmental Protection Agency Construction Permit.

• Contractor is responsible for all local, State, and Navajo Nation construction permits.

• Contractor must pay Navajo Nation Business Activity Tax (6%) and local/state gross receipt taxes.

• Contractor must be licensed in any State and provide a copy of their license.

• Contractor must coordinate with the designated COR and comply with technical specifications.

• Contractor must conduct a site visit and participate in a pre-construction meeting.

• Contractor must install barricades and signage during construction.

• Contractor must arrange and pay for temporary utilities.

• Contractor is responsible for blue staking services and repairing any damaged utility lines at no cost to the Government.

• Contractor must submit material submittals for review and approval upon notice of contract award.

• Construction activities may not begin until a Notice to Proceed is issued.

Solicitation / RFP / RFQ

This solicitation is for the installation of approximately 1,995 lineal feet of commercial chain-link fence and two 10ft gates with related appurtenances. The new fence will surround buildings #23136 and #137 on the agency campus at the Arizona Navajo Central Agency in Chinle, AZ.
