This Invitation for Bids (IFB) is for the sale of Non-Ferrous Metal (Aluminum Scrap) by the Regional Contracting Office Hawaii on behalf of Marine Corps Base Hawaii (MCBH) Qualified Recycling Program (QRP). This is a one-time spot sale.

• Item 0001: Non-Ferrous Metal (Aluminum Scrap)

• Estimated Quantity: 12,500 – 15,000 Pounds (lbs.)

• Bids must include IFB Number, Company Name, Contact Information, Name of Authorized Representative, Price per pound, and a statement of acceptance of the Sale Terms and Conditions.

• Recommended to include current Non-Ferrous (Aluminum) Commodity Price Index.

• This is a spot sale, not a contract for ongoing services.

• Award Date: 25 May 2026 or within 5 Business Days after.

• Payment must be made within 14 days of the award date.

• Removal of items must be completed within 14 days of notification.

• Submission Method: Bids must be submitted by email to Patrick.Crile@usmc.mil and Ryan.D.LaLonde.mil@usmc.mil.

• Bid Format: Any format is acceptable as long as required information is included.

• Closing Date and Time: 10 May 2026, 10:00 am (Hawaii Standard Time).

• Bid Review/Open: 25 May 2026 (Hawaii Standard Time).

• Award Criteria: The sales agreement will be awarded to the bidder offering the highest price per pound and/or the bidder who can execute the agreement in full.

• Late submissions will not be accepted.

• No specific set-aside or eligibility requirements are mentioned beyond the ability to execute the agreement.

• Bidders are strongly recommended to inspect the material prior to submitting a bid.

• Payment must be made via cashier's check or certified check, made out to the "U.S. Department of Treasury".

• Base access requirements (Driver's License, Vehicle Registration, Insurance, Safety Check) are detailed for entry onto Marine Corps Base Hawaii.

• The Government reserves the right to cancel the IFB at any time.
