Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Commercial Ferry Transportation Services to support U.S. Government personnel and vehicles between Motobu Peninsula Port and Ie Shima Port in Okinawa, Japan. The primary goal is to facilitate training and vertical take-off and landing operations at Ie Shima Auxiliary Airfield.

• Provide comprehensive ferry services, including management, ferry operators, crews, mechanics, tools, supplies, and necessary personnel.

• Ensure required on-board security or supervision.

• Transport U.S. Government personnel (Marine Corps Military, U.S. Civilian, Master Labor Contract/Indirect Hire Agreement personnel) and approved Government vehicles.

• Ordering Period: Five (5) years from April 1, 2026, to March 31, 2031, with five one-year option periods through March 31, 2036.

• Place of Performance: Motobu Peninsula Port and Ie Shima Port, Okinawa, Japan.

• Authorization Verification: Contractor must verify all passengers and vehicles have been approved via a Ferry Pass Authorization Form. Accuracy target is 100% (+-2% variance).

• Capacity Compliance: Contractor must not accept unauthorized numbers or sizes of personnel and vehicles exceeding authorized capacities.

• Safety: Maintain the highest possible level of safety for passengers, personnel, and vessels. Comply with all national, municipal, and public authority safety laws and regulations.

• Accident Reporting: Immediately notify the Contracting Officer's Representative (COR) of any accident and submit a written Incident Report within 24 hours (weekends excluded).

• Authorization: Services are only authorized for personnel and vehicles with a signed Ferry Pass Authorization Form from a designated Government authorizing official.

• Ferry Fare: Costs are included in fixed ferry ticket prices. Prices are subject to change based on economic conditions and negotiation, in accordance with DFARS.

• Schedule: Provide scheduled ferry services according to the Contractor's Ferry Time Schedule. Written notice of any schedule changes is required within seven (7) business days.

• Prohibited Items: Oversized vehicles, un-operable vehicles, trailers towed by vehicles, and certain dangerous goods/hazardous materials are prohibited or have specific transport restrictions.

• Standards of Conduct: Passengers must adhere to minimum standards of conduct, including orderly boarding/exiting, presenting ferry passes, and respecting personnel and property. Violations may result in refusal of service.

• Japanese Taxes: The contract pricing shall not include Consumption Tax, per the U.S.-Japan Status of Forces Agreement.

Justification and Approval for Restricting Competition (Sole Source)

This document justifies the decision to restrict competition for ferry services to Ie Village. The United States Marine Corps (USMC) requires reliable ferry transportation for personnel and vehicles between Ie-Shima and Motobu Port in Okinawa, Japan, to support training at the Ie Shima Auxiliary Airfield.

Commercial ferry services are needed for U.S. Government personnel (military, civilian, MLC/IHA) and approved Government vehicles. The service operates between Motobu Peninsula Port and Ie-Shima Port.

• Contract Type: Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: Five-year base ordering period (April 1, 2026 – March 31, 2031) with five one-year option periods (through March 31, 2036).

• Authority: 41 U.S.C. 1901, implemented by FAR 12.201-1 (simplified procedures for commercial items).

• The award is intended for the incumbent contractor, Ie Village.

• Market research indicates that Ie Village is the only entity that owns and operates a ferry service capable of transporting both passengers and vehicles between Ie-Shima and Motobu Port.

• The island's ferry is its sole connection to the mainland port, and this service is unique due to Ie Village's exclusive geographic access and ownership of the required infrastructure.

• No other commercial ferry services, bridges, or alternative transportation modes service this route.

• Market research confirmed that while ferry services are available commercially, only one source (Ie Village) operates the specific route required.

• The Contracting Officer will determine price fairness and reasonableness during award evaluation, based on market research, comparison with previous contract prices, and current price lists.

• Due to unique geographical constraints and the sole provider's status, no actions are planned to increase future competition. The market will be monitored for new entrants.
