FGRR T-EPF Rolls-Royce Class Maintenance

Statement of Work (SOW) / Performance Work Statement (PWS)

To renew critical fuel oil and lube oil, nonmetallic, flexible hoses and expansion joints on the vessel’s diesel engines.

• Provide and operate equipment, and supply all services and assistance to accomplish the thorough examination, renewal, testing, and certification of nonmetallic flexible fuel oil and lube oil hoses and expansion joints on diesel engines.

• Comply with USCG, ABS, Manufacturer’s requirements, and specified technical manuals and guidelines.

• Assist the Chief Engineer to tag out diesel engines and fuel oil/lube oil systems, ensuring they are depressurized and drained.

• Dispose of residual liquids according to regulations and ensure the work area is safe for hot work, with daily certification by a Marine Chemist.

• Provide temporary caps or plugs for open connections to prevent contamination, leaks, and fire hazards.

• Coordinate removals and reinstallations with the Chief Engineer.

• Replace all fuel oil and lube oil hoses and expansion joints listed in Enclosure 2.2.1, ensuring material compatibility, pressure ratings, and conformity to ABS Marine Vessel Rules.

• Conduct shop hydrostatic testing of all new assemblies to 1.5 times the maximum allowable working pressure, followed by flushing and identification tagging.

• Perform an operational test of installed hose and expansion joint assemblies on the diesel engine to confirm no leakage during dock trials.

• Install SOLAS approved spray shields/tape on all new hose joints.

• Prepare, prime, paint, and restore all new, soiled, and disturbed surfaces to match surrounding areas.

• Renew lagging where damaged or disturbed.

• Provide electronic copies of all revised technical documentation, including drawings, manuals, service bulletins, parts lists, and test data.

• Testing must adhere to 46 CFR §56.97-30(e) and manufacturer specifications.

• Assemblies must not burst, leak, or show signs of fitting separation during hydrostatic testing.

• Operational tests must confirm no leakage.

• Reporting of deficiencies and "as released" conditions is required.

• Work to be performed on vessels USNS YUMA, USNS NEWPORT, USNS CARSON CITY, and USNS BRUNSWICK.

• Specific locations include Main Engine Room 1 (5-52-1) and Main Engine Room 2 (5-52-2) on each ship.

• Contractor and subcontractors must consult and comply with General Technical Requirements (GTRs) 1-7, 22-24, 28, and 29.

• Lint-free rags approved by the OMT rep must be used for wiping internal surfaces.

• Coordination with OMT REP, ABS Surveyors, and USCG Inspectors for testing observation is required.

• SOLAS approved spray shields/tape are required on new hose joints.

Justification and Approval (J&A)

This document justifies the award of a purchase order on a fixed firm-price requirements contract to Rolls-Royce Solutions/MTU America, the Original Equipment Manufacturer (OEM), for Main Propulsion Diesel Engines (MPDE), model 20V8000M71L. This is for sole source contracts for T-EPF Class Vessels.

The contract will provide materials and technical services for the 5-year calendar-based maintenance on the USNS YUMA, USNS CARSON CITY, USNS BRUNSWICK, and USNS NEWPORT.

• The EPF Class ships are built with four MTU Model 20V8000M71L main propulsion diesel engines.
• All associated control systems, propulsion shafting, reduction gears, hardware, and structural support are specifically designed for these MTU engines.
• Procuring parts from any other manufacturer would require a multi-year re-design of the structural elements of the EPF, leading to unacceptable costs.
• Maintaining class configuration and interchangeability is mission-critical and personnel safety-critical.
• Deviations could result in personal injury, loss of life, equipment failure, or damage to the engines.

MTU was the sole source OEM under a recently expired IDIQ contract. The government intends to post a combined synopsis and solicitation notice to award a firm-fixed-priced order.

At this time, there are no plans to allow for non-OEM suppliers for these specific supplies. Future competition will be assessed if another potential source emerges.
