Quick Summary

The Federal Highway Administration (FHWA) intends to solicit from a single source for co-sponsorship through a supplemental contribution to PIARC. This contribution will support a Special Project on Digital Twins Global Progress: Real-World Practices and Outcomes in the Road and Mobility Sector. The project aims to synthesize definitions, standards, and use cases for Digital Twins in the road and mobility sector. Responses from interested parties are due April 23, 2026.

Scope of Work

The Special Project will provide a synthesis of Digital Twin definitions, standards, and use cases to support informed decision-making and future investments. It will highlight challenges, opportunities, and present successful and unsuccessful case studies. Key questions to be addressed include: official international definitions of Digital Twin and BIM, their relationship, standards used in the Road and Mobility Sector (R&MS), current uses, opportunities/barriers/risks, applicable technologies (including low-cost options), integration with ITS, aspects of road infrastructure/operations included in models, new capabilities, best practices for stakeholder communication, standardization/interoperability, and integration with CAVs.

FHWA's involvement aims to fill knowledge gaps and obtain information on emerging road-related policies and practices. Tasks include literature reviews and a final report.
