Submission Requirements
Interested parties must submit:
- Cage Code and Unique Entity Identifier (UEID).
- A capabilities statement detailing primary business practice/trade and whether the company is a manufacturer or supplier/distributor.
- A copy of their current, approved DD Form 2345 for eligibility to receive export-controlled drawings (optional for BPA issuance, but required for drawings). Submissions are due no later than March 11, 2026, 1:00 PM EST, via email to karin.a.quagliato.civ@us.navy.mil. Include "N6833525Q0321" in the subject line.
BPA Operation & Evaluation
- NAWCAD Lakehurst will issue Requests for Quotes (RFQs) via email (from NAVAIR_Acquisition@us.navy.mil) with an Excel attachment.
- Vendors typically have one business day to submit offers by replying to the email with the completed Excel file, populating specific cells (Seller Description, Delivery Days, Unit Price).
- Award will be made to the lowest priced, technically acceptable offer that is an exact match of the part number.
- The Non-manufacturer rule (FAR Part 19.505(c)) applies, requiring non-manufacturers to have fewer than 500 employees.
- BPAs may be cancelled for inactivity or consistent poor performance.
