Solicitation / RFP / RFQ

This document outlines the terms and conditions for a Blanket Purchase Agreement (BPA) for supplies. The government will initiate Requests for Quotes (RFQs) which will be posted on the applicable procurement site. Vendors will have one business day to submit offers.

• Vendors must deliver supplies in accordance with terms outlined in the BPA Call/purchase order.

• Prices offered must be as low as or lower than the vendor's most favored customer prices for comparable quantities under similar terms and conditions, plus any prompt payment discounts.

• Vendors may be required to provide price verification.

• All shipments must be made in accordance with the terms of the order/call.

• Vendors must be registered in the System for Award Management (SAM) and possess a valid CAGE Code.

• Export Controlled drawings may be utilized, requiring a valid, approved DD Form 2345 for eligibility to receive them.

• BPA Master Dollar Limit: $4,999,999.00 for five (5) years.

• BPA Call Limit: Individual calls shall not exceed the warrant level of the purchaser, but in no case shall exceed the Simplified Acquisition Threshold ($250,000.00).

• Period of Performance: To be identified at the time of call.

• Delivery terms will normally be F.O.B. Destination.

• Offers must be submitted within one (1) business day of RFQ posting (or as otherwise specified).

• Award will be made to the lowest priced offer received, unless otherwise stated in the RFQ.

• Payment will be made via Purchase Card (P-Card) or Wide Area Workflow (WAWF).

• Registration in SAM and a valid CAGE Code are required.

• Fast Payment calls are not authorized.

• Unpriced BPA calls are strictly prohibited.

• Vendors must comply with clauses related to telecommunications and video surveillance equipment, safeguarding covered contractor information systems, and export control.

• Question Submission: Questions are submitted by replying to the original solicitation email.
• Award Notification: Awardees will be contacted directly if their bid is the lowest and technically acceptable.
