• Procurement of 125ea fiber-reinforced polymer enclosures (100 orange, 25 blue).

• Items must meet the technical requirements of the bill of materials (Attachment 1).

• Offerors must provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered, using the Voluntary Product Accessibility Template (VPAT) Version 2.1 or later. ACRs must address applicable Section 508 requirements.

• Award Type: Firm-fixed price.

• Number of Awards: One award is anticipated.

• Period of Performance: Delivery required within 60 days from award. Early deliveries are accepted.

• Quotations are being requested.

• Offerors must submit pricing for all individual line items in the Bill of Materials (BOM).

• Evaluation will be based on the lowest evaluated price of a quote meeting or exceeding the acceptability standards for non-cost factors.

• The offeror's quotation will be evaluated in accordance with FAR 12.204 to determine if it is fair and reasonable.

• Offerors must hold prices firm for 60 calendar days from the date specified for receipt of offers.

• Questions are due by May 13, 2026, 12:00 PM Mountain Time, and should be emailed to brandon.newland@usda.gov.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard (NAICS) Code is 326199.

• The small business size standard is 750 employees.

• A Justification for Restricting Competition indicates that The Skydyne Company is the only manufacturer that produces off-the-shelf enclosures with the exact dimensions and internal configuration of the existing deployed units, making them uniquely qualified.
