This document outlines the minimum specifications for fiberboard boxes required for the opportunity. Bidders must use these specifications to prepare their quotes.

• Box 1: Inside dimensions 30"x6"x6", single wall, wax coated inside and out, full overlapping top and bottom flaps, 200 lb burst test, no handle holds or print. Must indicate if glued with waterproof adhesive or stapled/stitched. Color: Brown.

• Box 2: Inside dimensions 36"x12"x12", single wall, wax coated inside and out, full overlapping top and bottom flaps, 200 lb burst test, no handle holds or print. Must indicate if glued with waterproof adhesive or stapled/stitched. Color: Brown.

• Box 3: Inside dimensions 27 ½" x 13" x 12 ½", no wax coating, full overlapping top and bottom flaps, glued with waterproof adhesive or stapled/stitched. Must have 2 cut-out handholds (one on each side). 275# C-flute. Color: Brown.

• Bidders must adhere to these specifications when quoting.

• Quotes must indicate the method of closure (glued or stapled/stitched) and confirm the 200 lb burst test for applicable boxes.

• Shipping charges to Halsey, NE must be included in the quote proposal.

• Boxes must be shipped on pallets.

• Vendors must notify the nursery 2 days in advance of delivery.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure the purchase and delivery of Fiberboard Boxes. The Bessey Nursery on the Nebraska National Forest requires three types and sizes of boxes for transporting tree seedlings. This announcement constitutes the only solicitation; no separate written solicitation will be issued.

• Item 0001: 6,000 Fiberboard Boxes (Single Wall), 27 ½" L x 13" W x 12 ½" D, with full overlap top/bottom flaps, no wax coating, glued with waterproof adhesive or stapled/stitched, with cut-out handholds, 275# C-flute, Brown color.

• Item 0002: 1,500 Fiberboard Boxes (Single Wall), 36" L x 12" W x 12" D, wax coated inside and out, full overlap top/bottom flaps, 200 lb. burst test, no handle holds or print, Brown color.

• Item 0003: 500 Fiberboard Boxes (Single Wall), 30" L x 6" W x 6" D, wax coated inside and out, full overlap top/bottom flaps, 200 lb. burst test, no handle holds or print, Brown color.

• Item 0004: Shipping to Bessey Nursery.

• Boxes must be shipped on pallets.

• A firm-fixed-price supply contract is anticipated.

• One award will be made.

• Submission Deadline: Offers must be received by 5:00 PM Mountain Time on Saturday, January 24, 2026.

• Submission Method: Email to Tina.Frankenbery@usda.gov with two separate attachments (Technical Capability and Price Proposal) in Microsoft Word, Excel, or Adobe PDF format.

• Questions Deadline: Monday, January 19, 2026 at 12:00 PM Mountain Time via email to Tina.Frankenbery@usda.gov.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on lowest price technically acceptable criteria. Price will be evaluated for fairness and reasonableness. Technical capability will be rated as acceptable or unacceptable.

• Offer Acceptance Period: Offerors agree to hold prices firm for 90 calendar days from the receipt of offers.

• This acquisition is set-aside for small business concerns.

• The North American Industry Classification Standard Code is 322211.

• The small business size standard is 1,250 employees.

• All responsible sources may submit a quotation.

• Delivery is to be made to Bessey Nursery, 40637 River Loop Road, Halsey, NE 69142.

• Delivery must be no later than June 1, 2026. Early deliveries are accepted.

• Selected vendor must notify Bessey Nursery 2 days in advance of delivery.
